Infrastructure (CNS, Display and General) systems and facilities planning, design, specification and capital budgeting: To understand, determine and quantify the ATM community Infrastructure (CNS, Display and General) and ATM technology needs in area of expertise, for incorporation into ATNS Infrastructure planning and CAPEX budgeting. Study, interpret and analyses ICAO plans, SARPS and guidance material in the context of ATNS’ objectives. Participate in the preparation of the ATNS long term Infrastructure (CNS, Display and General) plan taking account of all ICAO SARPS, other applicable statutory requirements and user needs. Prepare ATNS CAPEX plan using your area of expertise and inputs from other ATNS departments as regards ATM operational needs, equipment obsolescence and research and development outputs. Participate on an ad-hoc basis in the preparation of the ATNS submissions to the ATNS Regulating Committee. Participate in ATNS user consultation fora. Prepare user requirement statement, functional requirement specification and business case for Infrastructure (CNS, Display and General) systems and equipment in your area of expertise and deliver relevant documents as per procedure. Participate in the completion of tender documents, acquisition and implementation process. Participate in site acceptance and commissioning tests of new Infrastructure (CNS, Display and General) systems and equipment to ensure requirements as specified are met. As a member of the configuration management team, evaluate change requests that will have a material impact on the performance or operation of deployed systems. Develop and maintain planning and prediction models.
Infrastructure (CNS, Display and General) Research and development: Participate in research and development projects that will advance the corporate objectives of ATNS. Prepare relevant plans, processes, procedures, business cases and safety cases for introducing new technologies into the operational environment. Make presentations to ATNS and third parties on research and development project outcomes. Research ATM/ Infrastructure (CNS, Display and General) technologies globally. Attend seminars, conferences, workshops, etc on related matters
Position ATNS globally: Participate in appropriate ICAO regional and international planning meetings and SADC forums that will advance ATNS’ position. Provide technical leadership and guidance in ICAO, CANSO, SADC and other appropriate planning groups, sub-groups, working groups and task forces. Provide specialist consultancy services to ATNS and third parties. Prepare and present papers at selected conferences and seminars.
Operational Budget: Provide input into the annual budget process. Assist in the control of expenditure in accordance with financial policies and procedures.
Leadership: Identify personal training and development needs and requirements. Coach and mentor junior staff. Provide technical leadership and consultation. Promote the ATNS corporate culture within area of responsibility in support of corporate objectives.
Administration and Reporting: Prepare and submit reports to meetings as required. Make submissions for approval to appropriate authorizing authority. Prepare ad hoc reports as required by clients and management. Attend required Departmental and Company meetings. Support and ensure compliance with the ATNS Quality Management System. Ensure compliance with all relevant legislation, regulations, policies and procedures.
Formal Qualification and Experience
· Bachelor of Science in Engineering (BSc (Eng)) or Bachelor of Engineering (B Eng) or BTech in Electrical, Electronic, Aeronautical or Computer Engineering. and Project Management Certificate/Diploma/Degree.
· Eligible for registration with Engineering Council of South Africa as a Professional Engineer.
· At least 5 years engineering experience in a high technology electronic/aeronautical environment with an in-depth knowledge and understanding of planning, specifying, acquiring and the implementing of radio communication systems and or voice communications systems and or data communications systems and or voice and data switching systems and or radio navigation systems and or surveillance radar sensors and or radar and flight data processing and display systems.
Desirable Additional Qualification and Experience
· MSc or Meng in Electrical, Electronic, Aeronautical or Computer Engineering (advantageous).
· In depth working knowledge of ICAO global and regional plans and SARP’s.
· A working knowledge of ITU regulations.
· Excellent verbal and written communication skills.
· Good planning, organising and time management skills.
· Computer literate (MS Word, Excel, Power Point Microsoft Project and Outlook).
· Excellent interpersonal skills.
· Knowledge of ATNS quality management system. Assertiveness and Strategic Ability
