Introduction
To implement ATNS’ CNS capital expenditure and maintenance projects as part of the technology implementation and integration project team. To monitor Capex Projects expenditure and cash flow, and report capital spending. To support project execution and stakeholder coordination and compliance with regulatory requirements. To compile required project management and cash flow documentation for CNS capital expenditure and maintenance projects. To provide assistance with the implementation of ATNS’ General CNS Capital Expenditure and maintenance projects. To provide technical expertise in the implementation, maintenance, and integration of Communication, Navigation, and Surveillance (CNS) systems. Working closely with Systems Engineers. To support project execution, stakeholder coordination and compliance with regulatory requirements. To assist with the compilation of the necessary project management and cash flow documentation for projects. To provide assistance with CNS radio frequency coverage estimates for Engineering projects and Technical Services. To provide technical assistance to the engineers and to other personnel with building alterations, office space requirements, etc. To assist with monitoring of Capex General Projects and “Minor items” expenditure and cash flow. To provide expertise on CNS systems troubleshooting and risk mitigation. To ensure continuous research in the industry to identify trends and new technologies that can be implemented internally to enhance the current Safety, Security, Health and Environment policies, processes and procedures
Job description

Project and System Implementation: Define user requirements in collaboration with operational, maintenance and financial stakeholders. Conduct feasibility studies to assess the technical and financial viability of CNS systems. Develop specifications that meet user requirements and align with industry standards, operational needs, and regulatory requirements. Monitor supplier performance during system acquisition and implementation phases. Ensure acquired systems comply with ICAO standards and SACAA requirements, and support strategic business objectives. Provide technical inputs in defining user requirements for new CNS equipment and systems ensuring compatibility with existing infrastructure. Provide support in the development of technical specifications and participate in tender evaluations. Provide specialised technical expertise during Factory/Site Acceptance testing (FAT/SAT) of new systems. Aid in the planning and execution of CNS projects and system readiness. Conduct technical assessments of deployed infrastructure. Maintain detailed records of project activities, system configurations and engineering changes. Coordinate multidisciplinary teams, ensuring effective stakeholder communication and alignment. Ensure compliance with installation guidelines and safety procedures. Oversee commissioning activities and ensure seamless integration with existing infrastructure. Develop and execute transition plans for system handover from implementation to operational teams. Schedule and coordinate the implementation of projects as project manager ensuring adherence to timelines, budgets, and quality requirements. Ensure that projects are executed within approved time scales, budgets and according to specification. Monitor and Report on project status – financial, progress, quality, risks, resources. Solve day-to-day problems regarding new projects and installations. Contribute to the CNS/ATM evolution plan by optimising existing infrastructure to enhance efficiency, reliability, and compliance with evolving regulatory standards, upgrading legacy systems, integrating modern CNS/ATM technologies, improving interoperability, and ensuring seamless service provision. Conduct requirements analysis and management processes while ensuring the alignment of stakeholder needs, requirements behaviours/validation and system functions during the implementation of CAPEX investment plans. Conduct system design and architecture design for CNS equipment and perform system interface analysis to ensure ATNS systems' performance and scalability. Lead troubleshooting, health checks and resolution of technical issues affecting CNS systems. Provide specialised technical expertise during the integration of CNS systems, ensuring interoperability and functionality across platforms. Conduct performance monitoring and investigations on system issues. Maintain technical documentation, including schematics and system architectures and designs. Liaise with OEMs and Suppliers during system implementation and integration activities. Participate in regulatory audits and ensure CNS systems compliance with ICAO SARPs and ATNS Policies. Perform root cause analysis on system issues and mitigation plans. Evaluate proof of concept initiatives. Provide specialist inputs to system performance evaluations and incidents. Research subject matter. Attend seminars, conferences, workshops, etc on related matters. Visit suppliers and other ANSP’s to establish latest developments. Conduct training and facilitate workshops. Attend industry conferences and conduct benchmarking visits. Visit stakeholders and other ANSPs for benchmarking and skills acquisition strategies

Risk Management and Compliance: Identify key risks, and develop and implement effective mitigating plans and actions to avoid or minimise relevant risks, and report and raise these risks in the appropriate forums. Preparation of documents intended for submission to the ATNS committees as required. Prepare ad hoc reports by clients and management. Attend required Section and Department meetings. Take and prepare occasional meeting minutes. Work in compliance with ISO requirements. Ensure that effective data recovery plans are in place to ensure business continuity in case of a disaster or potential threats. Ensure adherence and compliance with the relevant regulatory framework. Ensure timely compilation and submission of all the required reports (internal and external) to ensure compliance. Ensure work is performed in compliance with ISO requirements

Stakeholder Relations Management: Develop and maintain sound relationships with all internal and external stakeholders to support ongoing collaboration and alignment. Develop and manage effective relationships with key product and service providers. Monitor SLA performance of service providers

Financial Management: Manage expenditure in line with business needs and priorities, and within set financial parameters. Provide input into the development of departmental and project budgets. Ensure efficient utilisation of approved budget. Manage the costs involved while maintaining quality of service. Compile and provide required reports on utilisation of the budget, and report possible deviations. Identify and prevent irregular and wasteful expenditure. Provide the required supporting documents to enable effective auditing processes

 

People Management: Manage employees in accordance with HC policies and processes. Ensure that new employees have been properly on-boarded prior to commencing work. Monitor the time and attendance of subordinates, take appropriate action in the case of absenteeism, and report absenteeism issues to management and Human Capital. Manage performance by promoting high levels of discipline and standards to achieve required performance targets and objectives. Evaluate the performance of team members in relation to their key performance areas. Coach and mentor subordinates on an ongoing basis to improve performance. Complete training and development tasks as per the approved skills plan. Attend to departmental staffing requirements such as the interviewing of candidates 

Formal Qualifications and Experience

·       B.Tech in Electrical/ Electronic Engineering

·       Eligibility to register as a Professional Engineering Technologist with ECSA

·       Six (6) years’ experience in Electronic/ Electrical/ Computer Engineering

·       Hands-on experience in preventative and corrective maintenance of CNS infrastructure

·       Experience in CNS equipment installations, testing, and integration

·       In-depth knowledge and working experience in planning, specifying, acquiring and implementing engineering projects

·       Understanding of ICAO (International Civil Aviation Organization) Standards and Recommended Practices, especially related to Communication, Navigation and Surveillance Systems

·       Project Management and Contract Management experience

·       National Diploma in Electrical/ Electronic Engineering.

·       Ten (10) years’ experience in CNS/ATM systems deployment

·       Eligibility to register as a Professional Engineering Technician with ECSA

·       Hands-on experience in preventative and corrective maintenance of CNS infrastructure

·       Exposure to CNS equipment installations, testing and integration

·       Understanding of ICAO (International Civil Aviation Organization) Standards and Recommended Practices, specifically related to Communication, Navigation and Surveillance Systems

·       Project Management and Contract Management experience

 

Desirable additional education, work experience and personal qualities

 

·       Post-graduate diploma/degree in Engineering or Project Management

·       Experience as an Air Traffic Safety Electronics Personnel (ATSEP) 

·       Knowledge of ICAO documents, SACAA and ISO quality standards

·       Ability to work in high-pressure environments and emergency situations

·       Willingness to travel for field work and site installations

·       Ability to analyse system performance data and recommend improvements

·       Ability to conduct risk assessments and safety compliance assessments for CNS installations

·       Understanding of Procurement processes and supplier management.

·       Ability to develop engineering documentation, system acceptance and configuration management
