Introduction
Applications are invited for the position of Manager: Data Integration and Operations (Grade 6) based at Head Office, Bruma. The successful applicant will be reporting to the Head of Data Management. Purpose To provide strategic and operational leadership for the organisation’s enterprise data integration and data platform environment, ensuring the seamless, secure, and governed flow of data across all business and operational systems. The role is responsible for designing, enabling, and sustaining a resilient and scalable data integration ecosystem that supports real-time and analytical data needs, while aligning with enterprise architecture, data governance, and regulatory requirements To drive the standardisation and optimisation of data integration capabilities, ensuring high data availability, integrity, and interoperability across the organisation. To play a critical role in enabling a unified, trusted, and accessible data foundation that supports advanced analytics, operational decision-making, regulatory compliance, and digital innovation at an enterprise level. To lead the development and execution of the enterprise data integration strategy, ensuring alignment with organisational objectives, digital transformation, and regulatory requirements. To oversee the design and delivery of scalable, resilient data integration and platform services, enabling seamless and secure data flow across all systems. To govern and enforce enterprise data integration standards, architecture principles, and best practices to ensure consistency, interoperability, and long-term sustainability. To direct the end-to-end data flow lifecycle, ensuring data quality, integrity, availability, and reliability across operational and analytical environments. To act as a strategic advisor to senior leadership, driving data integration as a critical enabler of enterprise-wide analytics, innovation, and data-driven decision-making. To ensure the implementation of awareness campaigns, and that implementation of ATNS Safety, Security, Health and Environment Plan initiatives are enforced across the organisation
Job description

Data Integration, Operations, and Service Reliability - Ensure effective data management, formulate quality data collection techniques, implement efficient and secure procedures for data handling and analysis, and establish data sharing rules and proper governance. Monitor and analyse information and data systems, troubleshoot data-related problems, and ensure data security and integrity. Ensure data integration in the Enterprise Data Warehouse. Define and implement access and security controls in the data warehouse environment. Create efficient ETL (Extract Transform and Load) jobs to transform data. Define and implement effective data pipeline jobs to extract, transform and load data. Ensure smooth and efficient execution of all data pipelines. Ensure the day-to-day operation and management of data. Collaborate with expert teams to design and maintain data architectures that support business needs. Evaluate and recommend data management tools and technologies. Implement and manage master data management solutions for core data entities. Ensure consistent and accurate master data across the organization. Establish data quality standards and processes to maintain high data integrity. Lead data profiling, cleansing, and validation initiatives. Monitor and report on data quality metrics and drive continuous improvement. Design and maintain data architectures that support business needs in collaboration with expert teams. Analyse and interpret large amounts of data. Ensure training on all relevant data management and automation products and service users on the applicable compliance and governance requirements. Conduct regular data security audits and risk assessments. Ensure timely compilation and submission of all the required reports (internal and external) to ensure compliance. Collaborate with expert teams to design and maintain data architectures that support business needs. Lead and manage the delivery of enterprise data integration operations, ensuring consistent, reliable, and high-performing data services across all business-critical systems. Establish and enforce service management frameworks, including SLAs, OLAs, KPIs, and performance benchmarks for data integration services. Implement and oversee advanced monitoring, observability, and alerting capabilities, enabling proactive identification and resolution of issues. Direct incident management, root cause analysis, and problem management processes to minimise downtime and prevent recurrence of issues. Drive the implementation of Data Ops practices, including automation of deployment pipelines, testing, and operational workflows to improve efficiency and speed. Ensure robust business continuity and disaster recovery strategies, including failover mechanisms and recovery procedures for critical data services. Continuously assess and optimise system performance, scalability, and resource utilisation to support growing data volumes and complexity. Establish a culture of operational excellence and continuous improvement, leveraging metrics, feedback, and innovation to enhance service delivery

Enterprise Data Integration Strategy and Roadmap - Lead the development, socialisation, and execution of a forward-looking enterprise data integration strategy, ensuring full alignment with organisational strategy, digital transformation priorities, and regulatory obligations. Translate complex business, operational, and regulatory requirements into a prioritised, multi-year integration roadmap, balancing quick wins with long-term strategic initiatives. Establish and govern enterprise integration principles, patterns, and reference architectures, ensuring consistency and reuse across all integration initiatives. Drive the identification, evaluation, and adoption of modern integration approaches (e.g., API-led, event-driven, real-time streaming) to support evolving business needs. Embed integration strategy within the broader enterprise data ecosystem, ensuring alignment with data governance, data architecture, and analytics strategies. Define and track strategic performance metrics and value realisation indicators, ensuring measurable impact on business outcomes. Lead strategic engagements with executive stakeholders to secure buy-in, funding, and prioritisation of integration initiatives. Continuously assess internal capabilities and external trends to adapt and evolve the integration strategy, ensuring long-term sustainability and competitiveness. Manage end-to-end delivery of data integration projects by engaging with business to identify key areas for data integration opportunities, developing associated roadmaps, and managing resources

Data Architecture and Platform Enablement - Provide overall leadership for the design and evolution of enterprise data integration architecture, ensuring it supports scalability, interoperability, security, and performance across complex environments. Define and standardise integration frameworks, patterns, and toolsets, enabling consistent and efficient delivery across projects and teams. Oversee the end-to-end implementation of data pipelines, ETL/ELT processes, API integrations, and streaming solutions, ensuring alignment with architectural standards. Ensure that integration platforms support hybrid and multi-environment deployments (on-premises, cloud, and edge), enabling flexibility and future growth. Drive the adoption of platform engineering principles, including modular design, reusable components, and infrastructure automation. Collaborate with enterprise architecture, security, and infrastructure teams to ensure cohesive and compliant technology solutions. Lead initiatives to modernise legacy integration environments, reducing technical debt and improving performance and maintainability. Establish governance and oversight mechanisms to ensure architecture compliance, solution quality, and adherence to best practices

Interoperability and Enterprise Data Flow Optimisation - Lead initiatives to enable seamless interoperability across systems, platforms, and business domains, ensuring efficient data exchange. Identify and address data silos, redundancies, and inefficiencies in data movement across the enterprise. Define and implement standard integration patterns and protocols, including APIs, messaging, and streaming technologies. Enable secure and efficient data exchange with external stakeholders, partners, and regulatory bodies. Drive continuous optimisation of data flows to improve performance, reduce latency, and enhance data accessibility

Governance, Compliance, Standards, Risk Management, Security, and Reporting - Develop, implement and communicate relevant policies and processes to enable effective management of data. Implement data practices in the organisation in line with regulation and ensure compliance. Identify key risks and develop and implement effective mitigating plans and actions. Ensure compliance with data privacy regulations (e.g., POPIA, HIPAA) and industry-specific requirements. Ensure that effective data recovery plans are in place to ensure business continuity in case of a disaster or potential threats. Provide the required documents to support effective auditing processes. Ensure adherence and compliance with the ATNS regulatory framework. Integrate and enforce data governance principles within data integration processes, ensuring data quality, lineage, and traceability are maintained. Define, implement, and monitor adherence to data integration standards, policies, and best practices across the organisation. Ensure that all data integration activities comply with data protection, security, and regulatory requirements, including POPIA and relevant aviation standards. Collaborate with data governance and security teams to ensure consistent data classification, metadata management, and access control practices. Support audit and compliance activities by ensuring transparent, traceable, and well-documented data flows and processes

Stakeholder Relationship Management and Strategic Advisory - Develop and manage strategic relationships with key IT product and service providers. Conclude SLAs with the various business Units to ensure business expectations are managed. Manage and provide regular reports on SLA compliance while identifying inefficiencies. Develop, implement and communicate the function’s policies and procedures to enable efficient management of data. Build and maintain strong relationships with business units, operational teams, and executive stakeholders to understand data integration needs and priorities. Provide expert advice and guidance on data integration capabilities, risks, and opportunities, supporting informed decision-making. Facilitate collaboration across IT, data, and business teams to ensure alignment and successful delivery of integration initiatives. Communicate strategy, progress, risks, and value delivered through structured reporting and executive engagement. Act as a trusted advisor to leadership, ensuring data integration is recognised as a key enabler of organisational performance and innovation

Financial Management - Provide input into the development of the departmental budget. Manage delegated expenditure in line with business objectives and priorities, and within approved financial parameters. Report expenditure including any possible deviations to the budget on a monthly basis. Ensure compliance with the PFMA and ATNS Finance policy and Delegation of Authority. Provide the required supporting documents to enable effective auditing processes

People Management and Capability Development - Manage staff in accordance with Human Capital policies, processes and practices. Ensure that new employees have been properly on-boarded prior to commencing work. Conclude clear performance management contracts with the team and ensure effective management thereof. Lead and manage a high-performing data integration and engineering team, ensuring clear direction, accountability, and delivery against organisational objectives. Drive workforce planning, recruitment, and retention, ensuring the right skills, capacity, and role alignment to meet current and future demands. Oversee performance management processes, including goal setting, performance reviews, and accountability for delivery and outcomes. Develop and implement capability development and upskilling initiatives, ensuring the team remains current with evolving data integration technologies and practices. Foster a culture of innovation, continuous improvement, and engineering excellence, encouraging adoption of modern practices and tools. Promote collaboration and knowledge sharing across teams and business units to strengthen enterprise-wide data capabilities

Minimum requirements

·      B.Eng. or BSc in Computer Science or related field such as Electronics/Electrical/Computer Engineering/Data Management/ Computer Studies/Information Technology/ Data Analytics/ Data Management/ Information Systems/ BCom Informatics or related field

·      Postgraduate degree in Computer Science or related field such as Electronics/Electrical/Computer Engineering/Data Management/ Information Systems/ Computer Science/Computer Studies/Information Technology/ Data Analytics/ Data Management/ Information Systems will be an advantage

 Required Experience 

·     Minimum 7 years’ experience in, data engineering, data integration, ETL/ELT, data warehousing/ data lakes, enterprise data platform development, and data pipeline development including data pipeline orchestration, integrating data across multiple systems, working with structured and unstructured data, and supporting enterprise data platforms such as data warehouses or data lakes within an operations environment preferably air traffic services/ air traffic management, of which at least 3 years must be leading data engineering, data integration, ETL/ELT or data warehousing/lakes teams and delivering data platform initiatives

·      Experience with working with large and complex datasets, and delivering data solutions within enterprise data platforms, with exposure to leading or coordinating data engineering activities

·       Demonstrate experience in various programming languages such as Python/C#/SQL/Java

·       Proven experience in data management, familiarity with database technologies and knowledge of data administration functions

·       Familiarity with various tools and technologies to oversee and lead data management initiatives effectively
