Job description
Major Activities
- To ensure compliance with ATNS’s SCM policy, PFMA, National Treasury Guidelines and Instruction notes and all other applicable prescripts.
- Review tender specifications and request for quotations before going out to the market.
- Review Supply Chain Management policies and ensure alignment to all applicable legislation.
- Do tender process on previous identified volume purchases.
- Attend and advise Bid committees.
- Prepare submissions to bid committees and ensure quality submissions.
- Prepare monthly and quarterly reporting to internal and external stakeholders.
- To negotiate with preferential suppliers for better payments terms and prices.
- Facilitate SCM workshops with internal stakeholders.
- To investigate and report procedural deviations and recommend corrective actions.
- Identify and prevent irregular and fruitless and wasteful expenditure.
- Identify supply risk and recommend/implement corrective action.
- Liaisons and interaction with other business departments about SCM activities.
- Manage and maintain relationships with internal and external stakeholders.
- Monitor and report on monthly expenditure by category.
- Report quarterly to National Treasury.
- Ensure compliance with transformation needs in line with BBBEE codes and ATNS transformation objectives when procuring goods and services.
- Negotiate contracts together with Legal Services and End Users.
- Monitor and evaluate vendor performances and advise on areas of improvements.
- Provide outstanding customer service and ensure customer satisfaction.
- Ensure implementation of CAPEX procurement plan and monitor progress.
- Ensure Vendor selection, management, rotation, and performance.
Minimum requirements
Minimum Qualifications
- B degree in Finance, Supply Chain Management or Equivalent
- Honours in supply chain management will be an advantage.
- CIPS qualifications will be an added advantage.
Minimum Experience
- At least 5-7 years in public sector procurement (3 years managerial role)– knowledge of current BEE policies, PFMA and other relevant government supply chain management
- legislations, as well as setting up policies and procedures.
- Ability to manage, guide and delegate work, knowledge of PPPFA, National Treasury guidelines and all applicable prescripts.
