Introduction
To review, prepare and evaluate Integrated Logistics Support (ILS) specifications for CNS/ATM systems. To conduct ILS analysis, including Life Cycle Costing (LCC), purchasing support, maintenance/LSA (Logistics Support Analysis), Reliability, Availability, Maintainability (RAM), and Life Cycle Costing calculations, as well as documentation, training, and technology transfer and other ILS topics. To assess and report on the reliability and maintainability contracts of CNS/ATM equipment. To collaborate with the technical cross-functional project team for the planning, acquisition and supporting of CNS/ATM systems. To ensure compliance with all applicable requirements set by the company and end-users. To review and contribute in the creating of support and maintenance budget estimates. To review technical regulations and technical drawings applicable to each project. To participate and contribute to contract negotiations and drafting of acquisition and maintenance contracts. To mentor and provide technical guidance and expertise to Logistics Technologists. To ensure continuous research in the industry to identify trends and new technologies that can be implemented internally to enhance the current Safety, Security, Health and Environment policies, processes and procedures
Job description

Local and Regional Support Design for complex ATM /CNS Systems and Equipment within the Disciplines of Communication, Navigational Aids and Surveillance: Evaluate the logistics support elements during tender evaluations. Review all system support documentation during the development phase of the project. Work in close cooperation with the supplier’s Logistics Support Manager on these issues. Evaluate equipment performance against contractual requirements during the evaluation phase (PBU). Evaluate the support system performance against contractual requirements. Evaluate ATNS training requirements with respect to equipment support. Manage the implementation of project support elements. Oversee the training and delivery of the spares and test equipment. Participate in project meetings and site acceptance of systems and equipment. Chair PBU meetings during the evaluation phase. Facilitate maintenance control board (MCB) meetings and present systems performance reports. Conclude support agreements and purchase of spares, test equipment and tools for the project/ contract. Review all system support documentation at the end of the evaluation phase and perform an audit on the final build state of the installation. Facilitate Maintenance Management Transfer to Technical Support Field Operations

National and Regional Systems Support of complex ATM /CNS Systems and Equipment within the Disciplines of Communications, Navigational Aids and Surveillance: Investigate and research performance shortcomings in the national and regional ATM and cns support systems and make recommendations with regard to improvements and maintenance activities. Develop proactive and preventive measures to eliminate recurring problems. Provide recommendations for the prevention of problems that have occurred in one area from occurring in another by proactively identifying the cause and promoting preventative action in other areas. Actively communicate the details of significant Logistics problems and requests for support service. Develop testing methods for the effective evaluation of system and equipment logistic support performance. Report possible business opportunities for ATNS within the region and surrounding areas. Promote good business relations with potential clients. Ensure that all stakeholders are informed of all issues

Maintenance and General Support: On request, provide specialist assistance and support to national and regional maintenance personnel, where complex problems fall outside of their scope. Provide assistance to the other Engineers in the compiling of specifications, evaluation of tenders, factory acceptance testing, installation, commissioning and site acceptance of equipment and systems. Mentor newer employees. On request, conduct training courses in area of expertise

Risk Management & Compliance: Participate in the identification of key risks and the development and implementation of effective mitigating plans and actions. Ensure adherence and compliance with the relevant regulatory frameworks. Generate and submit required reports. Ensure work is performed in compliance with QMS requirements 

Stakeholder Relations Management: Develop and maintain sound relationships with key stakeholders to support ongoing collaboration and alignment

Financial Management: Manage delegated expenditure in line with business needs and priorities, and within set financial parameters. Compile and recommend a budget for the maintenance of all ATNS Head Office Facilities. Manage and control the budget. Compile and provide required reports on utilisation of the budget, and report possible deviations, Identify and prevent irregular and wasteful expenditure. Provide the required supporting documents to enable effective auditing processes

People Management: Manage employees in accordance with HC policies and processes. Ensure that new employees have been properly on-boarded prior to commencing work. Monitor the time and attendance of subordinates, take appropriate action in the case of absenteeism, and report absenteeism issues to management and Human Capital. Monitor and ensure satisfactory execution of work. Manage performance by promoting high levels of discipline and standards to achieve required performance targets and objectives. Evaluate the performance of team members in relation to their key performance areas

·       B. Tech in Electrical/ Electronic/Computer Engineering

·       Eligibility to register as a Professional Engineering Technologist with ECSA

Experience

·       Six (6) years working experience as an Integrated Logistics Support Specialist 

·       Advanced knowledge of ILS principles, maintenance planning, and system life cycle management related to CNS/ATM equipment

·       In-depth knowledge and working experience in ILS Strategy and Planning, Supply Support Management, Technical Documentation Management, Maintainability / Reliability Analysis, Supportability Analysis, Training Needs Analysis and Obsolescence Management

·       Knowledge and understanding of ICAO (International Civil Aviation Organization) Standards and Recommended Practices, especially related to Communication, Navigation and Surveillance Systems

·       Contract management experience

·       National Diploma in Electrical/ Electronic Engineering /Computer Engineering

·       Eligibility to register as a Professional Engineering Technician with ECSA

·       Ten (10) years working experience as an Integrated Logistics Support Specialist

·       Strong knowledge of ILS principles, maintenance planning, and system life cycle management of CNS/ATM equipment

·       In-depth knowledge and working experience in ILS Strategy and Planning, Supply Support Management, Technical Documentation Management, Maintainability / Reliability Analysis, Supportability Analysis, Training Needs Analysis and Obsolescence Management

·       Understanding of ICAO (International Civil Aviation Organization) Standards and Recommended Practices, especially related Communication, Navigation and Surveillance Systems

·       Contract Management experience

 

Desirable additional education, work experience and personal qualities

·       Post-graduate Diploma/ Certificate

·       Training and /or experience in Project Management, Logistics Engineering, Contract Negotiations and Contract Management

·       Highly developed diagnostics skills applicable to the monitoring, control and support of advanced technology 

·       Hands-on experience in preventative and corrective maintenance of CNS infrastructure

·       Remain abreast with developments in the aviation technology and systems environment

·       Fluency in written and verbal English

·       Valid South African code 08 driver’s licence
