Strategic Alignment - Manage the Airspace Management & Technology Adoption function; Provide Air Space Management inputs and insights into the long-term Operations strategy; Contribute to the development, implementation and management of the Operations strategy aligned to the business strategy of ATNS; Lead operational readiness projects for Airspace Management to enable new technology adoption; Drive delivery of the required targets and objectives to achieve Airspace Management & Technology Adoption strategy.
Technology Adoption - Ensure operational readiness for new technology adoption through effective change management, training, and process alignment for embedment in the Operations environment; Contribute to air traffic management system developments and improvements to enable the future readiness of ATNS for the ongoing provision of effective and efficient air traffic services; Prepare plans, processes, procedures and both a safety and a business case for introducing new technologies into the operations environment; Identify and undertake research and development projects where required that will advance the operations safety objectives of ATNS; Lead the assessment and operational application of new ATM processes and procedures.
Air Space Management - Identify, determine and quantify the ATM cns system and technology needs for incorporation into system planning; Analyze current airport and airspace capacities and future traffic growth, as well as related ATM system requirements and developments; Provide technical advice and input into airspace design; Identify and undertake research and development projects where required that will advance the operations safety objectives of ATNS; Research and benchmark ATM/CNS new and emerging technologies in the global aviation industry; Identify, define and undertake research and development projects that will advance Airspace Management goals and objectives within ATNS; Participate in, and contribute to appropriate ICAO regional and international planning meetings and SADC forums that will advance ATNS’ position; Provide technical leadership and guidance in ICAO, CANSO, SADC and other appropriate planning groups, sub-groups, working groups and task forces; Identify conflicts with airspace control requests and facilitates airspace integration/de-confliction utilizing appropriate automation tools; Provide inputs into the development of relevant Civil Aviation Legislation; Provide specialist advice to ATNS and third parties; Represent ATNS at local stakeholder forums; Develop, maintain, manage and continuously review policies, processes, procedures and SLAs; Ensure the availability of up to date and accurate Air Space Management statistics and data that enables business decision making; Participate in ensuring compliance in NEMPAA and other environmental considerations.
Governance, Measurement, Compliance, Risk Management & Reporting - Develop, implement and manage a robust governance framework for the function; Ensure all operational risks are identified and appropriately assessed, mitigated and managed; Accountable for overall progress, reporting and completion of projects, DOT KPI’s and client service requests as per contracted agreements; Maintain records of all documentation for audits and SMS for the respective areas; Ensure compliance with all relevant ICAO SARPS, CARS and CATS requirements; Provide inputs into the ATM and safety roadmaps; Provide relevant inputs to ICAO state letters; Ensure compliance with the South African Civil Aviation Regulations; Continuously monitor and measure compliance to all relevant policies and practices; Monitor efficiency performance of the entire Air Space Management environment; Prepare reports on Air Space Management function for all relevant stakeholders; Prepare ad hoc reports as and when required; Lead Air Space Management projects risk assessment and issues management; Ensure compliance with relevant legislation, policy and standards; Consolidate inputs from all relevant parties to prepare required reports for the COO and other relevant stakeholders.
Stakeholder Relations Management - Build effective relationships with relevant functions to drive efficient and effective service delivery within the Air Space Management function; Ensure sound relations with all Air Space Management stakeholders; Engage and communicate with clients as required.
Financial Management - Manage expenditure in line with business priorities and objectives, and within approved financial parameters; Participate in the development, utilization and management of the Air Space Management operational budget; Ensure effective management of operational costs to enable efficient utilization of financial resources; Ensure compliance to the financial policies and procedures applicable in ATNS; Ensure accountability and reporting on all costs incurred against the approved budget.
People Management - Manage employees in accordance with HC policies and processes; Ensure the availability of skilled and competent staff within Airspace Management in order to meet the current and future performance requirements of the department; Develop, measure and continuously improve the validation framework to enable sufficient exposure and on the job training to enable competent staff and managers at all levels and align framework to ATA training requirements; Conduct Air Space Management pipeline planning to ensure available, fully compliant and competent resources at the required time; Develop the required OJTI Framework; Support HC to define the ideal staffing model to meet the requirements of the Air Space Management function aligned to the strategy; Promote high levels of discipline and performance standards to achieve ATNS objectives; Lead and manage the Airspace Management team to utilize their skills and expertise to support an integrated approach to research and innovation in the company; Manage performance outputs of the team by using the performance management system and taking corrective action promptly and effectively; Mentor and coach staff as required to ensure continuous development and availability of the required at all times; Ensure the transfer of knowledge and skills to enable sustainability within Airspace Management from a succession management perspective; Perform talent management aligned to the HR policies and procedures; Manage implementation of the transformation initiatives within Airspace Management to ensure an inclusive environment; Drive employee engagement and retention within the Airspace Management function.
Minimum requirements
Required Minimum Qualifications and Experience
- Air traffic control qualification (aerodrome control, or approach control, or area control)
- Performance-based Navigation (PBN2) Advanced Course or equivalent
- Tertiary qualification in Management / Leadership
- Minimum 5 years of experience in air traffic management of which at least 3 years must be at a managerial level
- Project management experience will be an advantage
- Air traffic control (aerodrome control, or approach control, or area control)
- Performance-based Navigation (PBN2) Advanced Course or equivalent
- Formal leadership training or Management Development Program
- Minimum 8 years of experience in air traffic management of which at least 5 years must be at a managerial level
