Job description
Applications are invited for the position of Planning and Quality Specialist: Display (Peromnes Grade 7) based at ATNS Cape Town Control Tower Complex. The successful applicants will be reporting to the Senior Manager: TPQ.
Overview
To provide specialized technical analysis and technology advice in line with benchmark of industry trends, best practice for system design, planning and provision of expert knowledge to influence performance and architecture decisions. Ensure that ATNS Air Traffic Management systems and infrastructure are efficient and optimal for the delivery of ATC/CNS/ATM services.
Major Activities
- Review user requirements and provide expert specialist input.
- Translate user requirements into functional specification and detail technical design specifications.
- Recommend architecture deployment planning methodologies in support of ETS engineering projects delivery.
- Support the total asset management framework and policy for specific system area of responsibility through ensuring compliance from asset inception to retirement.
- Provide specialist input to specifications and reviews.
- Participate in FAT/SAT requiring specialist expert skills.
- Serve as the ATNS corporate design authority on engineering for area of system responsibility.
- Take ownership of quality and performance management of CNS systems and support the implementation of CNS projects.
- Take ownership of quality and performance monitoring of ATM infrastructure through the full system lifecycle.
- Monitor, investigate and research performance shortcomings in ATM systems, re-design and make recommendations regarding improvements and/or maintenance activities.
- Prevent problems that have occurred in one area from occurring in another by proactively identifying the cause and undertaking preventive action in other areas.
- Actively communicate the details of significant problems which may occur elsewhere to all other users nationally of such software equipment in ATNS.
- Draft useful, informative, and concise technical reports on systems and equipment as requested and proactively when the need arises.
- Develop testing methods for the effective evaluation of system and equipment performance.
- Participate in site acceptance and commissioning tests of new CNS systems and equipment to ensure requirements as specified are met.
- Analysis of diagnostic information from technicians and system engineers.
- Make decisions on planned change control request and provide expert advice on emergency changes.
- Analyze current system functionality and establish gaps.
- Develop scripts necessary for efficiency improvement, process optimization and automation such as preventative maintenance etc.
- Maintain a system fault management knowledge database in line with QMS procedures for area of responsibility.
- Participate and contribute in CNS/ATM forum’s such as Specialist User Groups, ICAO, ITU-T, CANSO, etc.
Minimum requirements
Minimum Qualifications:
- Degree or BTech in Electronic Engineering or Computer Science or related field
- Qualifications allowing admission to the Engineering Council of SA as a Professional Engineer or Engineering Technician could be an advantage
- Linux certificate will be an added advantage
Minimum Experience:
5 years’ experience in:
- Software system architecture, administration and configuration control;
- Operation, maintenance and support of one discipline of CNS ATM systems and equipment;
- Operation, maintenance and support of engineering systems and equipment; and
- Extensive experience in the design and installation of engineering systems infrastructure.
Advantageous Experience:
- In-depth understanding of Air Traffic Management processes and procedures;
- Budgeting, financial management and reporting;
- Contract negotiations and management; and
- Unix OS, Oracle, Java or C
