Strategic Leadership and Organisational Sustainability
Lead the development and execution of ATNS’s long-term strategy, aligned to government’s aviation, transport and economic policy objectives; Translate Strategy 2025/2030 into measurable annual corporate plans, KPIs and performance frameworks; Lead the development and execution of ATNS’s long-term strategy, aligned to government’s aviation, transport and economic policy objectives; Lead financial sustainability, efficient use of resources, cost optimisation, investment decisions, and revenue diversification; Oversee financial management, treasury, supply chain management, and strategic asset planning; Strengthen ATNS’s balance sheet and ensure long-term organisational viability.
Governance, Fiduciary Accountability, and Integrated Reporting
Provide assurance to the Board that the organisation is and remains a responsible corporate citizen and embed and champion the application of corporate governance best practices while posterising an ethical culture that ensures that the company’s values are lived throughout the organisation. Drive the company’s integrated reporting process, transparently communicating performance against strategic objectives and the creation of value across the six capitals. Uphold the highest standard of transparency, accountability, and fairness.
As a key member of the Accounting Authority, the CEO is the day-to-day custodian of the business which includes ensuring full compliance with the PFMA, Civil Aviation Regulations, and all applicable legislation and corporate governance best practice principles, strengthening governance maturity, risk management, internal controls, and enterprise assurance frameworks. The CEO also ensures that ATNS maintains regulatory oversight standards and meets ICAO obligations; oversees safety, security, SHEQ, and emergency management compliance.
Operational and Safety Excellence - Oversee the safe and efficient delivery of Air Traffic Services, ATS planning, CNS/Technology operations, and training services; Drive performance excellence across service delivery, asset management, technology, and infrastructure functions; Ensure resilience, business continuity, cybersecurity, and future operating environment readiness.
Stakeholder leadership and African advocacy - Serve as the principal ambassador between ATNS and the shareholder (Ministry of Transport), regulators, domestic and global civil aviation authorities, regional ATM bodies, industry associations, organised labour, and clients. Ensure credible, transparent, and consistent communication with Parliament, NT, DoT, and international aviation organisations. Build and maintain strategic partnerships across Africa for ATM modernisation. Drive enterprise-wide transformation, sustainability, and organisational design (OD) optimisation; Ensure strategic alignment across core, enabling, and enterprise management buckets as defined in the OD model. Build a high-performance, ethical, values-driven culture, Lead talent management, succession planning, and organisational capability development, including regulated training; organisational transformation and employment equity; Promote employee wellbeing, labour stability, and sound labour union engagement.
Future-focused Innovation and Culture - Drive digital transformation, Research, Development, and Innovation (RDI), FOE (future operating environment), and technology modernisation initiatives; Oversee innovation portfolios, including new commercialisation opportunities; Strengthen operational technology integration across Air Traffic Services (ATS), Communication, Navigation and Surveillance (CNS), training, and information management.

Qualifications requirements
§ Relevant Master’s degree (e.g., MBA / MBL / Engineering / Aviation / Transport Economics / Public Administration or related qualification).
§ Additional certification in Governance / Leadership / Aviation Management / Air Traffic Navigation Services or related certification is advantageous
Experience requirements
§ Minimum 10 years senior leadership experience in a large complex organisation/s, including experience of reporting to or working with the Board of Directors.
§ A proven track record of leading a complex, safety-critical, or regulated organisation through strategic transformation.
The incumbent will be based at the ATNS offices currently in Bruma. Applicants will be subjected to various types of assessments that include interviews, psychometric assessment, vetting, etc.
