RVSM AND PBCS MANDATE - Manage a database of 24 WACAF Africa-Indian Ocean (AFI) and South Atlantic (SAT)region aircraft approved by the respective AFI State authorities for operations at reduced vertical separation minima levels in that region with the aid of the Regional Monitoring Agency (RMA) forms and contact with NPM’s AFI CAA’s. Collarette the transfer of approval data from the Africa-Indian Ocean region to other global RVSM regional monitoring agencies by direct contact and email. Manage an Africa-Indian Ocean region database containing the results of height-keeping performance monitoring and all height deviations of 300ft or more within the AFI region airspace. Manage a database of large height deviations. Manage reports of the height deviations of non-compliant aircraft which are of a magnitude equal to or greater than the required criteria for the 24 WACAF States. Analyze data to detect height deviation trends and take appropriate action. Undertake such data collections as required by APIRG. Establish or add to a database on the height-keeping performance for the 24 WACAF States: the aircraft population, aircraft types or categories; and individual airframes. Monitor the level of risk as a consequence of operational errors and in-flight contingencies. Establish a mechanism for collation and analysis of all reports of height deviations of 90 m (300 ft) or more resulting from the above errors/actions. Determine, wherever possible, the root cause of each deviation together with its size and duration; calculate the frequency of occurrence. Assess the overall risk (technical combined with operational and in-flight contingencies) in the system against the overall safety objectives (see 2.1 of Doc 9574); and initiate remedial action as required. Circulate regular reports on all height-keeping deviations, together with such graphs and tables necessary to relate the estimated system risk to the TLS, employing the criteria detailed in 6.2.8 of Doc 9574, for which formats are suggested in Appendix A to Doc 9574 for the AFI and SAT Region. Conduct safety assessments. Monitor operator compliance with State approval requirements for all WACAF States registered aircraft. Initiate necessary remedial actions if RVSM requirements are not met. Provide a service to clients and develop their knowledge of ARMA and RVSM. Ensure Global standards are met by AFI States, ANSP and Airlines. Ensue aircraft meet the required communication performance (RCP) and a required surveillance performance (RSP) specifications in accordance with provisions in: Annex 6 — Operation of Aircraft; Annex 11 — Air Traffic Services; Procedures for Air Navigation Services — Air Traffic Management (PANS-ATM, Doc 4444); Regional Supplementary Procedures (Doc 7030). In particular, Amendment 7 to the PANS-ATM (Doc 4444) made changes to the 30NM lateral and 30NM/50NM longitudinal separation standards. Be a lead and guide in regional implementation of PBCS. Conduct safety oversight for Performance Based Communication and Surveillance for 24 AFI States. Conduct safety oversight for Performance Based Communication and Surveillance for 6 South Atlantic Region States. Maintain a database for RVSM and PBCS Approved aircraft in the WACAF Region. Conduct Biannual refresher courses for RVSM and PBCS Focal points Prepare Technical Working Papers and present regarding all RVSM and PBCS matters for the WACAF and SAT Region.
STATE RVSM OPERATIONAL APPROVALS DATABASE - Prepare the monthly dataset distribution to all RMAs in ICAO format for all aircraft registered in any of the 24 WACAF States. Control the accuracy of the information. Where applicable contact CAAs to obtain or verify data. Monthly check on RVSM conformance within the RVSM band. Keep an updated list of RVSM and PBCS NPM List
COLLISION RISK ASSESSMENT PREPARATION - Control the F1 Large Height Deviation Reports for 24 WACAF States. Control the F2 Traffic Movement returns for AFI and calculate as required. Control the F3 Other Operational Considerations for AFI. Control, manipulate and format the F4 data returns to the standard required by the mathematicians
RVSM Height Monitoring - Conduct height monitoring for all aircraft that use the African airspace to ensure compliance with ICAO SARP safety regulations. Maintain the technical requirements for the collection and analysis of height keeping monitoring performance data. Analysis of data recorded on the flights. Dispatch of the data electronically to CSSI Inc of the execution of the flight, unless there is an interruption of GPS data. Liaison with the Airlines for the establishment of missions and the acceptance of mission completion.

Minimum requirements
Minimum Qualifications:
- University education and/or aviation technical degree or designation; experience in international aviation and knowledge
- Data Analysis Certificate
- Aircraft Accident and Incident Investigators Certificate an added advantage
Minimum Years of Experience:
- Minimum 5 years’ experience in the aviation industry
- Minimum 2 years International Aviation Experience
- Ability to Communicate in French will be an advantage
