Major Activities
Ø Supervise the effective maintenance of CNS ATM systems and equipment to support the continuous serviceability and availability of all ATNS CNS ATM systems to the service levels required by all ATM users
Ø Contribute to the development and implementation of a preventative maintenance plan for all CNS equipment and infrastructure at the applicable center
Ø Implement immediate remedial action plans in the event of critical failures (crisis management)
Ø Maintain close liaison with the operations environment to schedule and execute critical corrective restorations and preventative maintenance activities
Ø Provide information on critical system status to Air Traffic Controllers
Ø Acquire and manage inventory items to provide sufficient spares to enable timeous and effective execution of maintenance tasks
Ø Regularly review equipment serviceability and implement corrective action when required
Ø Direct and control task executions of sections and staff (frequency 24 hours X 7 days exception management)
Ø Plan, supervise, and control a team of staff to maintain facilities during normal and outside normal working hours
Ø Recommend new practices and procedures to enhance productivity while ensuring compliance to regulations and legislation
Ø Coordinate the provision of overall technical repair and maintenance services to the designated area to ensure continuous availability of systems to users
Ø Ensure the continuous availability of all equipment and systems to the operational environment at optimum serviceability levels within the assigned area.
Ø Direct and control the task execution of the sections and staff
Ø Conduct regular inspections to ensure that the technical services are being maintained in accordance with the prescribed standards and procedures and implement corrective action where appropriate.
Ø Maintain close liaison with the operational environment, providing the necessary information on availability / serviceability status of systems and equipment for distribution to users
Ø Assist with issuing systems maintenance Station Standing Instructions (SSI’s) to the area
Ø Develop new practices, procedures and methods to enhance productivity
Ø Assist with the commissioning and acceptance of installed projects
Ø Audit suppliers’ deliverables as per specifications
Ø Monitor the PBU issues from an FIR perspective - specifications, spares, documentation training, provide information on service delivery until completion of maintenance management
Ø Monitor and manage all logistic issues, pre and post PBU, regarding turnaround times and any other non-delivery
Ø Audit and confirm that Project Closeout can commence, i.e. a fully operational and maintainable facility is handed over to the relevant department or section
Ø Remain abreast of developments in the Aviation environment including technology
Ø Support the correct operation of the maintenance management system
Ø Check that all data is entered correctly on the maintenance management system
Ø Maintain and participate in all building facilities and backup power systems that form part of Part 171 and ESO registration process.
Ø Negotiate and manage relevant utility and maintenance contracts and other service provider companies such as Telkom and Eskom
Ø Interpret, apply and implement all air traffic regulations, policies, directives and instructions issued
Ø Approve / issue local orders and instructions to the area to ensure that all staff are fully informed of policies, processes, and directives
Ø Apply all relevant technical regulations and instructions and implement technical policy directives and instructions issued by ATNS Corporate
Ø Apply all ICAO, CAA, ICASA, ISO 9001, Airport Regulations, safety and environmental ATNS directives, Occupational Health and Safety Act, and other legislation
Ø Ensure that all work is carried out in accordance with the Occupational Health and Safety Act requirements and the ATNS Safety Plan
Ø Support the appointed 16.2 person in accordance with the Occupational Health and Safety Act, ensuring the implementation of the Occupational Health and Safety plan and delivery of technical support services to the highest possible safety standards
Ø Develop and maintain sound relations with all key stakeholders including suppliers to support ongoing alignment and collaboration
Ø Establish sound working relationships with the relevant Airports Company
Ø Cooperate with Civil Aviation Authorities, Local and Regional Authorities
Ø and Airports Management Companies when required to do so, within the
Ø constraints of company policy and mandate
Ø Provide inputs into the development of the budget for the area
Ø Manage expenditure in line with business objectives and priorities, and within approved financial parameters
Ø Ensure effective management of operational costs to enable effective utilisation of financial resources
Ø Ensure compliance with Finance policies and processes
Ø Report on all costs incurred against the approved budget including deviations
Ø Assist with the commissioning and acceptance of installed projects

Ø Ensure that new employees have been properly on-boarded prior to commencing work
Ø Monitor the time and attendance of subordinates, take appropriate action in the case of absenteeism, and report issues in this regard to management and Human Capital
Ø Manage the performance of individual staff members by applying the standard performance management procedures and completing management reports to ensure personal development and enhanced task execution.
Ø Assess and quantify technical competence of staff.
Ø Implement and apply all policy directives and instructions, issued by ATNS Corporate, promptly thereby ensuring that all personnel are aware of the direction and requirements of the Company
Ø Manage the performance of individual staff members by applying the Human Capital performance management process, and by completing management reports to ensure personal development and enhanced task execution
Ø Create training plans for technical staff
Ø Initiate external technical training requirements as well as internal technical and on-the-job training to develop a competent team
Ø Maintain appropriate contract, financial, equipment and human resources filing systems
Ø Handle disciplinary and grievance issues in accordance with the ATNS Disciplinary and Grievance Policies and Procedures
Ø Actively promotes the vision, mission, and values of ATNS as well as the well-being and morale of staff in the Area of responsibility
Minimum requirements
Minimum Qualifications
Ø Grade 12
Ø Diploma in Electronic Engineering or equivalent
Ø Other appropriate qualifications required to enable admittance to the Engineering Council of SA as an Engineering Technician or Technologist will be an advantage
Ø Business Management qualification will be an added advantage
Minimum Experience
Ø At least 5 years’ experience in the maintenance and support of CNS ATM systems, equipment, and associated support services
Ø Proven diagnostic and fault-finding abilities, and to implement corrective actions to restore communications, navigation, and surveillance (CNS) systems and equipment to an acceptable operating condition
Ø Proven leadership abilities
Ø A sound understanding of Systems Engineering and Business Management principles as they apply to the support of modern automatic CNS ATM systems
Ø A detailed understanding of the role of ATNS and the operation, maintenance and support of air traffic services, systems, and equipment.
Ø Organizational skills. The ability to cope with the stress of managing, planned or unplanned, multiple, and diverse tasks.
