Project and System Implementation: Plan and implement delegated, approved capital expenditure and maintenance projects for electronic systems. Play a dual role in terms of specialist systems design and project implementation, which includes monitoring contractor performance, expenditure, and performance against plan. Conduct research and feasibility studies, coverage diagrams, etc as required. Provide input and feedback for Capex planning. Participate and provide feedback in meetings and forums involving: Project Planning and Progress, System planning, Budget planning and Business planning. Compile required project management and cash flow documentation for CNS capital expenditure and maintenance projects. Prepare documents and reports intended for submission to the EXCO, Portfolio Investment Review Committee (PIRC), Portfolio Investment and Technology Committee (PITC) and ATNS Board meetings as required. Prepare monthly and ad hoc reports as required by management and clients. Attend required section and departmental meetings. Take and prepare occasional meeting minutes. Conduct research as required
Risk Management & Compliance: Identify key risks and develop and implement effective mitigating plans and actions to avoid or minimise relevant risks, and report and raise these risks in the appropriate forums. Ensure that effective data recovery plans are in place to ensure business continuity in case of a disaster or potential threats. Ensure adherence and compliance with the relevant regulatory framework. Ensure training of all users of the T&I products and services. Proactively manage key risks and ensure mitigating actions are well thought through and implemented. Ensure timely compilation and submission of all the required reports (internal and external) to ensure compliance. Ensure work is performed in compliance with ISO requirements
Stakeholder Relations Management: Develop and ensure effective management of relationships with all internal and external stakeholders. Develop and manage effective relationships with key Technology and Information Infrastructure Management product and service providers. Conclude SLAs with the various departments to ensure business expectations are managed. Manage and provide regular reports on SLA compliance whilst identifying areas of inefficiency.
Financial Management: Manage expenditure in line with business needs and priorities, and within set financial parameters. Plan, forecast and manage the budget in line with agreed company priorities, initiatives and expected operational service levels. Support development of the departmental budget. Ensure efficient utilisation of the approved budget. Manage the costs involved while maintaining quality of service. Compile and provide required reports on utilisation of the budget and report possible deviations. Identify and prevent irregular and wasteful expenditure. Provide the required supporting documents to enable effective auditing processes.
Minimum requirements
Formal Qualifications and Experience
· B.Tech in Electrical/ Electronic Engineering
· Eligibility to register as a Professional Engineering Technologist with ECSA.
· Three (3) years of working experience in Electronic/ Electrical/ Computer Engineering.
· Hands-on Experience in preventative and corrective maintenance of CNS infrastructure.
· Exposure to CNS equipment installations, testing and integration.
· In-depth knowledge and working experience in planning, specifying, acquiring and implementing engineering projects
· Understanding of ICAO (International Civil Aviation Organization) Standards and Recommended Practices, especially related Communication, Navigation and Surveillance Systems
· Project Management and Contract Management experience.
OR
· National Diploma in Electrical/ Electronic Engineering.
· Six (6) years of experience in CNS/ATM systems deployment.
· Eligibility to register as a Professional Engineering Technician with ECSA.
· Hands-on Experience in preventative and corrective maintenance of CNS infrastructure.
· Exposure to CNS equipment installations, testing and integration.
· Understanding of ICAO (International Civil Aviation Organization) Standards and Recommended Practices, especially related Communication, Navigation and Surveillance Systems
· Project Management and Contract Management experience.
· Experience in fault analysis and troubleshooting of a civil aviation radar display system is required
Desirable additional education, work experience and personal qualities
· Good planning, organizing and time management skills
· Computer literate (MS Word, Excel, Power Point and Outlook and MS project).
· Good interpersonal skills and ability to work collaboratively with teams.
· Assertiveness, working knowledge of ICAO documents, SACAA and ISO quality standards
· Commitment to ongoing learning and professional development
· Ability to work in high pressure environments and emergency situations
· Willingness to travel for field work and site installations.
· Ability to analyse system performance data and recommend improvements
· Ability to conduct risk assessments and safety compliance assessments for CNS installations.
· Understanding of Procurement processes and supplier management.
· Ability to develop engineering documentation, system acceptance and configuration management.
· Knowledge of ATM systems and their interdependencies with CNS systems
· Strong understanding of CNS infrastructure.
· Working experience as an Air Traffic Safety Electronics Personnel (ATSEP)
