Job description

Mining and Management of ATM Data - Providing reliable data and statistics to support the safety and efficiency of air traffic management. Conducting air traffic forecasting and provide forecast reports to support the Permission process aligned to the strategic business requirements of Operations. Sourcing service delivery data from various sources including Technology & Information, Airspace Efficiency, Technical Services and Operations. Managing, modifying and extracting data for facilitating conclusions. Applying statistical methods, curve fitting, and select or discard certain subsets of data. Conducting research and provide statistics to support ATM operational reporting based on internationally accepted norms and standards. Presenting results in a report format. Working with relevant stakeholders to identify problems that can be resolved using data science techniques. Extracting relevant data from multiple sources. Analysing trends and metrics and develop and propose required solutions and plans to tackle business challenges. Presenting /communicating findings and recommendations to management. Facilitating the development of the monthly Operations RISK Dashboard Report. Developing the Air Traffic Management Data Roadmap. Mining data or extracting usable data from valuable data sources.Enhancing data collection procedures to include all relevant information for ensuring effective data analytics. Gathering and analysing key data, and identify trends, patterns, and gaps and priorities, particularly regarding key air traffic management services. Developing feasible data-based recommendations that will address organisational challenges. Conducting and statistical analysis to support efficiency improvement across ASEIM. Benchmark service delivery of ADM against global best practice. Establishing the ATM Data Unit as a centre of excellence within Operations. Provide specialist advice with regards to ATM data. Drive cost-effectiveness and efficiencies in ATM data delivery through the implementation of appropriate plans and initiatives. Drive improvements to ensure availability of the most effective systems and tools to enable ATM Data efficiency. • Attend seminars, conferences, workshops, etc. on data management related matters to remain abreast of the current and future landscape

Air Traffic Forecasting & Reporting - Developing and maintaining an effective air traffic forecasting model that enables accurate forecasting. Generating the air traffic forecast module in accordance with the Permission. Developing prediction systems and machine learning algorithms for purposes of forecasting air traffic. Adapting the Traffic Forecast model, module and all required reports as agreed to/required by internal and external stakeholders for the Permission. Reviewing, analysing, updating, and improving the Traffic Forecast Model. Document all interactions in accordance with the defined module format. Participating in negotiations and presentations with external stakeholders related to Traffic Forecasting as part of the Permission process. Obtaining economic variable predictions from the Macro Economic Module. Obtaining actual detailed movement figures for both regulated and non-regulated traffic. Obtaining actual and predicted sector information from Operations. Determining seasonal air traffic movement trends. Evaluating and apply weight assignments to variables. Conducting 10-year Total Revenue and Non-revenue movement forecasts to be updated monthly. Collating all predictions into a single report. Analysing results and agree with all internal and external stakeholders on optimum prediction results. Submitting required figures and forecasts to dependent modules for the Permission. Performing data analyses to verify/disprove the existing ATNS forecasting model. Where disparity exists, identify and interpret causal factors to support correction of such discrepancies. Developing a detailed air traffic forecast report on all the classifications of air traffic movements. Submitting a monthly Traffic Forecast Report to management ensuring accurate data to support effective management decisions. Obtaining actuals figures for the previous financial year on all movements (regulated and non-regulated). Obtaining actual figures for the previous financial year on all predicted information received from other Permission modules. Developing a detailed Traffic forecast report on all the classifications of Traffic movements. Obtaining actual figures for the previous financial year on all utilized sectors and capacities. Compiling detailed variance report for submission to management. Retaining supporting records. Attending and providing input into ICAO traffic forecasting meetings, discussions, and conferences. Conducting benchmarking activities to ensure ATNS remains at the forefront of air traffic forecasting.

Governance, Measurement, Risk and Compliance Management & Reporting - Developing, implementing and managing a robust governance framework for the ADM function to ensure compliance with relevant regulation, legislation, policies, processes and standards. Continuously monitor and measure compliance to all safety and efficiency policies, processes and practices. Consolidating inputs from all relevant parties to prepare management reports for the Head of ATS Safety & Efficiency Management, COO and other relevant stakeholders. Preparing reports on ADM for the Head and the COO and other relevant stakeholders. Submitting a monthly Traffic Forecast Report to management, required specialists, and relevant departments. Reviewing Aeronautical Information Management (AIM) reports as received from relevant managers. Conducting risk assessment and issue management. Monitoring efficiency performance of the entire ADM environment. Preparing and submitting reports to clients and other stakeholders as required

Stakeholder Relations Management - Building effective relationships with other relevant operational functions to ensure the required resources are available to drive safe, efficient, and effective service delivery within ASE; Establishing and maintain collaborative relationships within workstreams within Operations to ensure alignment and optimal service delivery; Ensuring all stakeholders are managed effectively.

Financial Management - Providing input into the annual budgeting process. Assisting in managing expenditure in line with business priorities and objectives, and within approved financial parameters. Managing and monitoring the departmental budget and assist in controlling cost. Ensuring compliance to Finance policies and processes in utilisation of the approved budget. Reporting on all costs incurred against the approved budget including possible variances. Providing input into the annual budgeting process. Assisting in managing expenditure in line with business priorities and objectives, and within approved financial parameters. Managing and monitor the departmental budget, and assist in controlling cost. Ensuring compliance to Finance policies and processes in utilisation of the approved budget. Reporting on all costs incurred against the approved budget including possible variances

Minimum requirements

  •         B-degree in Statistics/ Computer Science/ Data Science/ Applied Mathematics is required
  •        5 years technical and specialist operational experience in air traffic management services with exposure to regional and intercontinental events  associated with the ICAO global planning process 
  •        Experience in statistics, data modelling and data analytics is required
