Introduction

Job description

·      Strategy and Leadership - Lead conceptualisation, design and implementation of the overall Technology and Information strategy aligned to the ATNS’ vision and business strategy. Provide the Technology and Information input into the long-term ATNS strategy. Set clear departmental targets for the Technology and Information department and ensure the achievement of such targets by cascading the targets throughout the department. Develop the annual business plan for the Technology and Information services to enable achievement of the department’s business and ATNS’ strategy and targets. Drive the vision, mission, and values of ATNS within the Technology and Information department whilst ensuring that the activities and outputs are also aligned. Provide input and influence ATNS permission planning process to ensure the required resources and infrastructure are allocated to the Technology and Information to enable the achievement of the ATNS’ strategy
·      Operationalise the Technology and Information Strategy - Conceptualize and define the Technology and Information services’ operating model considering end-user requirements, benchmarked global, regional, national ATM concept plans, and supporting ATNS strategic objectives. Influence and reciprocally be influenced in respect of the development of communication, navigation, surveillance, and air traffic management system (CNS) concepts and plans internationally over a 20-year timeframe by articulating and promoting the ATNS agenda to ICAO, international and domestic associations, and other stakeholders. Ensure an effective interpretation of global, regional, and national air navigation plans while taking cognizance of user requirements ensuring that the ATNS national infrastructure meets international standards. Ensure an effective integration and implementation of Technology and Information services plans which meet benchmarked service delivery standards to meet user requirements measured by system availability and reliability and other associated service levels. Drive innovation in Technology and Information services to ensure that ATNS remains a trend setter. Ensure effective management of the user access to all ATNS Technology and Information.
·      Technology and Information Standards - Lead product development, planning and hardware upgrades. Conceptualize, develop, implement, and manage technical standards to meet Technology and Information services’ requirements and project deliverables. Develop strategies and plans to improve the quality of technology and data services in all areas of the business in order to enable operational performance. Ensure infrastructure DR capabilities are in place and maintained to minimise impact of a disaster or an extended outage. Define an implementable migration path to digital capabilities to enable modernisation of ATNS services. Ensure availability of the required Technology and Information services’ devices aligned to the business strategy and standards.  Ensure effective regular maintenance of the ATNS’ network services to enable optimal services.
·      Information and Data Security - Provide leadership to the ATNS’ information security organization. Develop and enhance an information security management framework to protect confidentiality, integrity, and availability of ATNS data and information. Develop, implement, and embed an Information Security framework, leveraging and integrating relevant best practice frameworks to improve the security posture of the organisation. Create, implement, and monitor an organisation-wide information security management program (ISMS) to effectively and sustainably manage cybersecurity risks. Continuously monitor and review the performance and effectiveness of cybersecurity strategy, plans, policies, processes, and controls to maintain ATNS cybersecurity resilience.
·      Governance, Monitoring, Risks and Reporting - Lead development, implementation, and maintenance of a robust governance environment in Technology and Information services. Ensure full compliance to the regulatory and legal framework. Lead the regulatory permission application consultations required in terms of the ATNS regulatory framework. Continuously monitor and measure compliance of the Technology and Information team to all relevant ATNS policies and procedures and relevant legislation. Proactively identify risks across the Technology and Information services and appropriately and timeously measure, correct, and manage these risks. Ensure CAA certification and licensing to provide the required level of service provision. Develop and implement business continuity protocols to minimize disruption to business operations in the event of emergency situations or data loss.
·      Stakeholder Management - Monitor and measure client satisfaction indicators to ensure exemplary levels of service are provided through Technology and Information workstreams. Establish and maintain mutually beneficial relationships with the ATNS stakeholders. Build effective relationships with FOE planning and other business functions to ensure the required resources are available to drive the Technology and Information strategy.
·      People Management - Ensure the appropriate deployment and adequate levels of competent staff are available, developed, monitored, and maintained in order to meet the required outputs. Promote high levels of discipline and performance standards to achieve the Technology and Information services and ATNS’ strategies.  Mentor and coach staff as required to ensure their continuous development and availability of talent to enable achievement of targets and strategies.
·      Financial Management - Develop annual budget for the Technology and Information department. Consolidate Efficiency, Delivery Support, Safety Implementation and Operational delivery budgets into overall Technology and Information budget. Maintain and manage overall the Technology and Information services’ budget in accordance with financial policies and procedures of ATNS. Approve expenditure within the mandate matrix.

Minimum requirements

MINIMUM QUALIFICATIONS

·      Master’s degree qualification in Business Management or related field.
·      Formal business leadership and management training as an added advantage.

MINIMUM EXPERIENCE

·      10 years’ experience in engineering or information technology, of which 7 years must be at senior management and 3 years in leadership level in an information technology and/or technical services environment
