Introduction
Applications are invited for the position of Manager: Aeronautical Cartography and GIS (Grade 7) based at Bruma. The successful applicants will be reporting to the Chief Designer. To manage, supervise, mentor, and lead Aeronautical Cartography & GIS team, that conceptualise, design, and develop ICAO Compliant Aeronautical Charts for publication in the IAIP. To ensure compliance to regulatory requirements of the Aeronautical Charts (Part 177) and Aeronautical Information processes and output. To design, develop, maintain, and conduct quality control of ICAO compliant aeronautical charts for publication as per ICAO Annexes 4 and 15, Doc 8697, Doc 8168, and all relevant criteria. Accountable for Aeronautical Charts approvals and delivery thereof to ATNS and the South African Civil Aviation Authority.
Job description

·      To manage and lead the Aeronautical Cartography & GIS team through enacting the Regulatory and SMS processes.
·      Accountable to Chief Designer regarding managing the Aeronautical Cartography & GIS section.
·      Reporting to Chief Designer, management and the SACAA including addressing safety concerns or identified deficiencies within the Charting section.
·      Manage the allocation of projects, the availability of resources required by projects.
·      Timeous response to operational demand changes in relation to the PANS-OPS, Cartography and Obstacle environment.
·      Accountable for overall progress, reporting and completion of projects, DOT KPI’s and client service requests as per contracted agreements.
·      Manage the compliance of aeronautical charts with ICAO SARPS, CARs, CATS, and the Manual of Procedures/Standards (MOPS).
·      Ensure compliance of Procedure Design Reports, ICAO Aeronautical Chart Formats, Textual Descriptions, Tabulation pages, where applicable and aeronautical data through quality assurance (checklist) in line with ATNS SMS.
·      To maintain record of all documentation for audits and SMS purposes.
·      Provision of Aeronautical Charting Approval Letter for submission to SACAA with approved Charting Submission Packages.
·      To verify and ensure by accepting responsibility and accountability that designs are produced in accordance with all relevant ICAO SARPS, CARS, and CATS requirements.
·      Review and managing of charting processes and procedures.
·      Conduct safety assurance of proficiency assessments to ensure the continued maintenance of standards and regulation.
·      Evaluation of findings and documentation of mitigation action in accordance with the SACAA review approval reports.
·      To document areas of non-compliance to prevent reoccurrence of safety issues relating to Charting.
·      Ensure compliance with environmental regulations by ensuring that environmental areas are depicted on the relevant charts.
·      Provide guidance with regards to safety assessments relating to Aeronautical Cartography.
·      Provide guidance to ensure implementation of recommendations resulting from SACAA Part 177 audits.
·      Provide relevant inputs to ICAO state letters.
·      Manage and review the Charting training and standards maintenance program.
·      Identify, monitor assess and address charting competency issues.
·      Develop, manage, and oversee Charting OJT programmes.
·      Communicate Aeronautical Cartography services available to potential and existing clients.
·      Draft formal quotations based on client requests or instruction from BD.
·      Pursue new business opportunities in conjunction with Commercial Services.
·      Liaison with internal and external clients including proposals/quotes and associated meetings.
·      Advising and partaking of technical work groups and committees.
·      Provide input concerning the development and implementation committees and work groups processing
·      Design Aeronautical Charts as per AP005/AC (Aeronautical Charts) Operations Manual, including all referenced ICAO Documents and Annexes, criteria accepting responsibility and accountability that designs are produced in accordance with all relevant criteria and that charts depict the designed FPD.
·      Ensure compliance with ICAO Standards and recommended practices and the Manual of Procedures & Standards (MOPS).
·      Ensure the maintenance of all QA standards in compliance with ISO 9001/2000.
·      Manage and maintain a SMS designed to continually improve QC of Cartographic services.
·      Ensure the continual updating and development of the Aeronautical Cartography Manual of Standards in line with the ICAO Standards and Recommended Practices.
·      Ensure the compliance and adherence of all procedures and processes in accordance with SARPs contained in all relevant legislation and documentation.
·      Plan resource requirements including human, physical, technical, and financial for the Cartography section.
·      Prepare for the annual SACAA audits.
·      Regular production of charts in line with the AIRAC dates for publication in the AIP.
·      Production of detailed Aeronautical Charts accompanied tabulation pages, textual descriptions, and supplementary information for submission to the SACAA or external clients.
·      Provision of professional advice regarding Aeronautical Charts in terms of ICAOs requirements.
·      Provision of consultation services internally/externally as and when required concerning Aeronautical Charts
·      Consultation, co-ordination, and liaison with clients.
·      Verification of Aeronautical Charts.
·      Remain knowledgeable with respect to all ICAO developments in Aeronautical Charting, PANS-OPS, AIS, and ATM operational concepts.
·      Provision of accountable advice and input to internal or external stakeholders regarding new, existing, amended, or suspended instrument Aeronautical Charts.
·      Preparation of information regarding Aeronautical Charting activities within ATNS at workshops.
·      Maintain Aeronautical Charting competency through a detailed training plan / program.
·      Conduct research into new technology, publications, advancements, and developments in Aeronautical Charting and in the related software used in the creation of charts.
·      Provide specialist consultancy services to ATNS.
·      Identify and undertake research and development projects where required that will advance the corporate safety objectives of ATNS
·      Participate in Aeronautical Charting Panels / workshops / conferences as relevant.
·      Represent ATNS at local stakeholder forums.
·      To continually update and develop the Aeronautical Charting Manual of Standards in line with the ICAO Standards and Recommended Practices and international best practice. To continually research and advise Certified and Authorised Service Providers to update the aeronautical charts in line with the ICAO SARPS and international best practice.
·      Proactively research and develop the specific proposals for standards to be applied in the design of flight procedure charts and airspace charting.
·      Manage key performance areas of the Cartography section members to ensure achievement of defined goals and objectives.
·      Manage the formal and informal training requirements of all members of the Cartography section.
·      Evaluate all members of the Cartography section in relation to their key performance areas.
·      Mentor and manage the career path development of all members of the Cartography section.
·      Provide inputs into Charting section budgeting requirements.
·      Plan and provide input on PANS·OPS/Charting section personnel requirements.
·      Effective Office Management and personnel resources, the creation, maintenance, and review of Job Descriptions for Cartography Specialists
·      Engage Interviews applicable to the Cartography.
·      Plan and provide input on Aeronautical Charting section training (in-house and external) and instructor training requirements.
·      Management of Cartography office infrastructure including software requirements to ensure efficient operations.
·      Provide professional advice into the development of relevant Civil Aviation Legislation.
·      Implementation of all new ICAO developments and SARPS within the Cartography Scope.
·      Establishment, amendment or change of Charting internal operations manual.
·      Establishment, amendment or change of Charting management procedures as and when required.
·      Establish and maintain training manuals as required, including progress tests, reports, and training logs as per South African Civil Aviation Regulations and all relevant ICAO Annexes and Documents for in-house and external training.
·      Record Management of the Charting Office, as per ISO, Legislation and the ATNS filing system.
·      Assessing of proficiency for internal and external Cartographic Trainees.
·      Amendments, Maintenance, and Input to internal Quality Assurance procedures concerning Charting in accordance with ISO 9001:2015.

Minimum requirements

Formal Qualifications
·      Grade 12 certificate.
·      ICAO accredited qualification in Aeronautical Cartography or Geographical Information Systems (GIS), or equivalent.
·      ICAO Aeronautical Cartography Course (Ideal training requirements is a Basic and Advanced PANS-OPS Course).
·      Successfully completed Aeronautical Cartography On-the-job Training (OJT).
 
Minimum Experience
·      Aeronautical Cartography Design: Minimum 5 years (Senior)
