Job description

Overview

·     To provide a strategic, operational leadership to ATS Capacity Planning team as well as the development, implementation, and management of an effective ATS - Capacity Planning strategy and policies aligned to the vision and overall business strategy of ATNS.
·       Provide leadership and strategic direction to the ATS licensing and optimization of resource utilization in accordance with the South African Civil Aviation Regulations and Technical Standards and the International Civil Aviation Organisation’s Standards and Recommended Practises.
·       Ensure that the training pipeline is delivered in line with Human Capital Strategy and the Permission.
·       Oversee the SSS facilities to ensure they are fully operational for disaster recovery and training purposes.
·       Major Activities
·       Provides overall management to the Capacity Planning function to enable achievement of the Operations and overall business strategies aligned to the ATNS vision.
·       Provide the Capacity Planning inputs and insights into the long-term Operations strategy.
·       Develop, implement, and articulate the Capacity Planning strategy and value proposition to the Department aligned to the Operations and business strategies. 
·       Support the COO and other thought leaders in the development, implementation and management of the Capacity Planning strategy aligned to the vision, culture, and business strategy of ATNS.
·       Lead the designing and implementation of the Capacity Planning function’s operating model along with the service level agreements. 
·       Manage and own implementation of the Capacity Planning strategy post formulation to ensure achievement of the objectives.
·       Drive delivery of the required projects/initiatives within the Capacity Planning strategy to be on time, within budget and to the required standard.
·       Lead implementation of processes to collect feedback on how all the Capacity Planning aspects as per Capacity Planning strategy are being received in the business.
·       Analyses trends and metrics in partnership with COO to develop the required solutions, programs, and policies aligned to the business needs strategies
·       Gather and analyze relevant data, trends, and patterns and identify gaps and priorities, particularly in the key Operations products and services to enable efficient achievement of the ATNS strategy.
·       Provide relevant policy guidance and interpretation, recommend, and implement changes as needed.
·       Set clear targets for the Capacity Planning function and ensure achievement of such targets by cascading the targets throughout the function.
·       Develop the integrated annual business plan for the Capacity Planning function to enable achievement of the function’s business and ATNS strategy and targets.
·       Support co-ordination and implementation of the corporate transformation strategy within ATS in line with relevant policies and legislation.
·       To partake in the development of the ATNS CNS strategy, taking account of related global trends and developments while minimizing risk
·       Provide a Capacity Planning thought leadership into the organisation to enable achievement of the operations and overall business strategies aligned to the ATNS vision.
·       Conceptualize, develop, implement, and manage the Capacity Planning strategy, taking account of related global trends and developments while minimizing risk.
·       Ensure that the ATS licensing function and resource utilization is in accordance with the South African Civil Aviation Regulations and Technical Standards and the International Civil Aviation Organizations’ Standards and Recommended Practices
·       Develop the required Capacity Planning operating model to meet requirements of the clients.
·       Ensure adequate, relevant, appropriate resources and processes are determined, available and deployed to support and implement the Capacity Planning delivery model.
·       Continuously measure, review, and enhance Capacity Planning service delivery aligned to best practice and global benchmarks.
·       Understand, determine, and quantify all end-user needs of the AEM community and align operational delivery accordingly.
·       Develop, maintain, measure, monitor and continuously review appropriate operational policies, procedures, and SLA’s.
·       Ensure optimal productivity through the efficient and cost-effective utilization of all resources and processes in order to meet client needs, targets and deadlines.
·       Ensure all operational risks are identified, accurately and timeously measured, mitigated, and managed.
·       Ensure optimal working environment for Capacity Planning delivery team.
·       Lead the Capacity Planning team in preparation of User Requirement Statement, Business cases and functional specifications for CNS systems and equipment and submit to the relevant department as per procedure.
·       Participate in site acceptance and commissioning tests of deployed systems and equipment to ensure requirements as specified are met.
·       Analyze current airport and airspace capacities and future traffic growth and related CNS system requirements and developments
·       Participate and prepare plans, processes, procedures and safety cases for introducing new technologies into the operational environment.
·       Develop and implement the AEM strategy and business plan aligned to the ATNS strategy and business plan.
·       Participate in the preparation of the ATNS triennial permission submission to the ATNS Regulating Committee.
·       Participate in appropriate ICAO regional and international planning meetings and SADC forums that will advance ATNS’ position.
·       Provide technical leadership and guidance in ICAO, CANSO, SADC and other appropriate planning groups, sub-groups, working groups and task forces.
·       Prepare and present papers at selected conferences and seminars.
·       Contribute to maintenance of the organization's competitive position and profitability by conducting continuous research to develop and implementing innovative products.
·       Plan and direct all aspects of the ATS - Capacity Planning policies, objectives, and initiatives to ensure their efficacy.
·       Conduct research into new technology, training, and resource utilization developments within air traffic management environment.
·       Contribute to driving continuous improvements in conceptualization of ideas to attract new opportunities.
·       Identify improvements in existing processes and procedures to enhance drive towards innovation.
·       Consider commercial implications in all decision-making processes to contribute to profitability of the organisation.
·       Actively contribute to building a high performing and collaborative culture with customers being at the heart of the company’s offerings. 
·       Manage Capacity Planning projects’ related activities in collaboration with key stakeholders and internal partners.
·       Manage and implement a robust governance framework for the Capacity Planning function.
·       Continuously monitor and measure compliance of the function to all ATNS policies and procedures and relevant legislation.
·       Manage the function’s performance against strategy, set targets and corporate objectives.
·       Lead the Capacity Planning projects risk assessment and related issues management.
·       Ensure compliance with relevant legislation, policy, and standards.
·       Consolidate input from all relevant parties to prepare strategic/ operational level reports for the COO and other relevant stakeholders.
·       Prepare ad hoc reports as and when required
·       Build, maintain and nurture mutually beneficial relationships with all relevant stakeholders.
·       Adapt operational delivery as practically as possible to meet client needs and expectations.
·       Build and maintain effective collaborative relationships with all relevant business functions and teams within Operations to enable the required alignment and optimal operational delivery.
·       Participate in ATNS user consultation forums.
·       Participate in Operations coordination meetings to enable alignment.
·       Establish and maintain excellent working relationships with the Capacity Planning stakeholders.
·       Monitor and measure client satisfaction indicators to ensure exemplary levels of service are provided by Capacity Planning.
·       Liaise with and visit other ANSP’s and suppliers to enhance the Operations service delivery.
·       Attend relevant seminars, conferences, workshops, etc. on Capacity Planning related matters.
·       Lead development, utilisation, and management of the Capacity Planning budget.
·       Ensure effective leadership in the management of operational costs to enable efficient utilisation of financial resources.
·       Ensure compliance to the financial policies and procedures applicable in ATNS.
·       Ensure accountability and reporting on all costs incurred against the approved budget
·       Ensure the availability of skilled and competent staff in the strategy function to meet the current and future needs aligned to the departmental and overall business strategies.
·       Promote high levels of discipline and performance standards to achieve the ATS and ATNS business strategies.
·       Lead and manage the Capacity Planning team to utilise their skills and expertise to support an integrated approach to research and innovation in the company.
·       Manage performance outputs of the team by using the performance management system and taking corrective action promptly and effectively.
·       Mentor and coach staff as required to ensure continuous development and availability of the required at all times.
·       Ensure the transfer of knowledge and skills to enable sustainability within Capacity Planning from a succession management perspective.
·       Perform talent management aligned to the HR policies and procedures.
·       Manage implementation of the transformation initiatives within Capacity Planning to ensure an inclusive environment.
·       Drive employee engagement and retention within Capacity Planning function.

Minimum requirements

Required Minimum Qualifications and Experience

 ·       Air traffic control qualification (aerodrome control, or approach control, or area control)

·       Post graduate qualification in Business Management or related field.

·       Minimum 8 years of experience in conceptualising, designing, implementing, and managing air traffic management Operations or functions or managing air navigation services regulatory function of which at least 5 years must be at management level within a complex air traffic services / air traffic management environment / air navigation service regulatory function. 

Candidates who do not have postgraduate qualification, may apply, if they meet the following Alternative Qualification and experience:

 •        Air traffic control qualification (aerodrome control, or approach control, or area control)

•        National Diploma or Degree in Business Management or related field or have successfully completed a Leadership/Management Development Program certificate which is NQF aligned, from an accredited institution of higher learning.

•        Minimum 10 years of experience in conceptualising, designing, implementing, and managing air traffic management Operations or functions or managing air navigation services regulatory function of which at least 7 years must be at management level within a complex air traffic services / air traffic management environment / air navigation service regulatory function.

 Note: A candidate appointed with alternative required qualifications and experience must be prepared to undergo compulsory development (sponsored by ATNS) to achieve the required post graduate qualification within three years.
