Introduction
Applications are invited for the position of Head of Occupational Health, Safety and Environment (Grade 5) based at Bruma. The successful applicants will be reporting to the Chief Business Services.
Purpose
To provide a strategic, operational leadership and direction in the development, implementation and management of an effective Occupational Health, Safety, and Environment strategy and policies aligned to the vision and overall business strategy of ATNS.
Job description
Major Activities
Strategy and Implementation - Provide a strategic and operational leadership and management to the OHAS and Environment function to enable achievement of the vision, and ATNS business strategies. Conceptualise and design the function’s strategy aligned to the Business Services and overall ATNS business strategy. Provide the function’s strategic and operational inputs and insights into the long-term ATNS strategy. Develop, implement and articulate the function’s strategy and value proposition to the organisation aligned to the business strategies. Support the Chief Business Services and other thought leaders in the development, implementation and management of the Business Services strategy aligned to the vision and culture of the organisation. and business strategy of ATNS.
Lead the designing and implementation of the function’s operating model, including governance and service management capabilities with the service catalogue and service level agreements. Manage and own implementation of the function’s strategy post formulation to ensure achievement of the objectives. Drive delivery of the required projects/initiatives within the function’s strategy to be on time, within budget and to the required standard. Lead implementation of processes to collect feedback on how all the OHAS and Environment aspects as per the function strategy are being received in the business. Analyses trends and metrics in partnership with Chief Business Services to develop the required solutions, programs, and policies aligned to the business needs strategies.
Gather and analyse relevant data, trends, and patterns and identify gaps and priorities, particularly in the key OHAS and Environment function’s services to enable efficient achievement of the function’s business strategy. Provide relevant policy guidance and interpretation, recommend and implement changes as needed. Set clear targets for the function and ensure achievement of such targets by implementing relevant measures. Lead development and implementation of an integrated annual business plan for the OHAS and Environment function to enable achievement of the business and ATNS strategies and targets. Support co-ordination and implementation of the corporate transformation strategy within the function in line with relevant policies and legislation. To be accountable for the promotion of the ATNS corporate culture within the OHAS and Environment function in support of corporate objectives.
Operationalize OHAS and Environment - Provide a strategic OHAS and Environment thought leadership into the organisation aligned to the vision and overall business strategies. Conceptualise and define the OHAS and Environment delivery model based on end-user requirements, benchmarking and strategic objectives. Conduct research and statistical analysis to improve efficiency across the function. Benchmark service delivery of OHAS and Environment against global best practices. Establish OHAS and Environment as a respected function within ATNS. Provide specialist advice with regards to OHAS and Environment related issues in the organisation. Maintain, promote and continuously improve efficiency and effectiveness in related processes. Keep abreast of the OHAS and Environment processes’ efficiency evolutions. Drive cost-effectiveness and efficiencies in the function’s operations through implementation of appropriate initiatives and methods. Formulate and implement appropriate efficiency policies and practices to guide processes within the function. Drive system improvements to ensure availability of the most effective systems and tools to enable efficiency within the function. Identify and undertake OHAS and Environment related projects to enable achievement of the ATNS business strategy and related initiatives. Work with Executive team to identify key organisation-wide trends/shifts/issues relating to OHAS and Environment that impact on strategy delivery and ensure that effective OHAS and Environment plans are in place to address them. Responsible for developing, reviewing and monitoring OHAS and Environment objectives and targets. Identify areas of risk and develop measure to eliminate, reduce and control them. Prompt report all incidents and accident to management(line, functional and senior). Ensure full legislative compliance.
Occupational Health and Safety - Develop, implement and manage a well-informed occupational health and safety management system. Lead practicing of safe working techniques and re-enforce the safety policies, guidelines and procedures of the company. Ensuring that all contractor employees working on the ATNS properties comply with the company’s policies and safety requirements. Maintain and update as needed SOP’s for all safe work practices and equipment and utilize them during the relevant training sessions. Maintain filing systems regarding employees’ training and safety. Maintain working relationships with regulatory agencies and chair or co-chair and lead the Safety Committee for the company. Ensure that hazard identification/ site safety compliance is maintained and recorded. Make recommendations for further improvement/ development. Programme regular internal audits and report findings. Achieve ‘zero harm’ in the workplace. Ensure accident compensation requirements are well managed. Ensure meeting of obligations and responsibilities under relevant health and safety and environmental legislation. Review accidents and incidents which occur in the area of responsibility and conduct field audits, reporting and managing the corrective actions. Work with senior management and staff to implement OHAS and Environment strategy. Provide assurance and audit role. Drive the culture of safety ownership at all level of the organisation. Engage staff and managers in continuous improvement in OHAS and Environment performance. Investigate all accidents and incidents and report timeous of outcome. Initiate programmes to deal with unsafe working practices
Identify and assess potential hazards, develop safety protocols, and promote safety awareness. Investigate the root cause of OHAS and Environment complaints put forward by staff members, customers clients and contractors and report the results.
Environmental Management - Implementation and management of an environmental management system and process. Manage and ensure environmental health and safety compliance of the organisation. Being accountable for researching and writing permit applications and work with environmental groups and be compliant in completing permit reporting requirements. Oversee environmental impact management. Provide advice, assistance and auditing of line management to ensure that effective OHAS and Environment is implemented and working.
Emergency and contingency Planning - Develop, implement, maintain and manage an effective emergency evacuation plan for the company. Establish, lead and manage the company’s Emergency Response Team and comply with all company policies and procedures. Ensure regular drills to enable readiness for emergencies.
Promote emergency preparedness and ensure effective post disaster recovery. Oversee the testing and monitoring of plan.
Governance, Risk, Compliance and Reporting - Develop, implement and manage a robust governance framework for the OHAS and Environment and function. Continuously monitor and measure compliance to all efficiency policies and practices. Monitor efficient performance of entire OHAS AND ENVIRONMENT function. Lead the OHAS and Environment related projects risk assessment and issue management. Proactively manage key risks and ensure mitigating actions are well thought through and implemented by appropriate team level. Ensure compliance of the OHAS and Environment processes with relevant legislation, policy and standards. Prepare and submit reports to executive management, clients and other stakeholders as required.
Stakeholder Management - Build, maintain and nurture mutually beneficial relationships with all relevant stakeholders. Adapt operational delivery as practically as possible to meet client needs and expectations. Build and maintain effective collaborative relationships with all relevant business functions and teams to enable the required alignment and optimal operational delivery. Participate in ATNS user consultation forums.
Financial Management - Lead development, utilisation and management of the function’s budget. Ensure effective leadership in the management of operational costs to enable efficient utilisation of financial resources. Ensure compliance to the financial policies and procedures in utilisation of the approved budget. Ensure accountability and reporting on all costs incurred against the approved budget.
People Management - Ensure the availability of skilled and competent staff in the OHAS and Environment function to meet the current and future needs aligned to the departmental and overall business strategies. Promote high levels of discipline and performance standards within the Department to achieve the ATNS strategies. Manage performance outputs of the team by using the performance management system and taking corrective action promptly and effectively. Ensure mentoring and coaching of staff as required to ensure continuous development and availability of the required at all times. Ensure the transfer of knowledge and skills to enable sustainability within the Department from a succession management perspective. Ensure effective talent management implementation aligned to the HR policies and procedures. Implement transformation initiatives within the department to ensure an inclusive environment and a representative staff compliment. Drive employee engagement and retention within function.
Minimum requirements
Minimum Qualifications
· Tertiary qualification in Occupational Health and Safety or Safety Management or Environmental Management or related fields.
· Post graduate qualification in Business Management or related field.
· Added advantage Certificates in ISO 14001 and OHSAS 18001
· Added advantage Hazard Identification and Risk Assessment (HIRA) Certificate
· Added advantage SAMTRAC Certificate
Minimum Experience
- Minimum 8 years’ experience in OHAS and Environment in a complex environment, of which at least 5 years must be have been at managerial level.
