Data Stewardship Implementation and Operational Data Governance – Establish a robust and sustainable data stewardship capability that embeds accountability at the source, ensuring that operational data is accurate, standardised, and governed throughout its lifecycle. Establish and implement operational data stewardship frameworks across ATM (including ATS) in alignment with ATNS Data Governance policies. Define and enforce standards for data classification, metadata, and quality within operational systems and processes. Lead the data stewardship activities across multiple operational domains. Monitor and maintain data quality, integrity, and compliance with ICAO, SACAA, and ATNS standards. Lead stewardship activities to ensure data consistency and integrity across operational systems and business units. Ensure data lifecycle management practices are consistently applied to operational data sources. Develop and maintain stewardship workflows to support data accuracy, traceability, and accountability. Identify and address data quality issues and gaps within operational systems and processes. Lead and manage the collaboration with Data Governance and Data Integration teams to align stewardship activities with enterprise data architecture. Support the implementation of data policies and regulatory requirements in operational environments. Prepare and present stewardship performance reports and dashboards, highlighting data quality trends, issues, and improvements. Provide guidance and leadership to operational data stewards to ensure adherence to governance standards. Provide training, guidance, and mentorship to operational data stewards and subject matter experts. Prepare and present regular stewardship performance reports, dashboards, and insights to management and governance forums. Advocate for data-driven culture and operational excellence across ATS and ATM environments.
Operations Data Centralisation, Integration & Data Enablement - Centralise and integrate operational data into a single, trusted ecosystem that eliminates silos, and enhances data accessibility and interoperability. Develop, implement and communicate Data Governance policies and processes to enable effective management of data. Drive the centralisation of operational data from multiple ATM /ATS domains into unified, governed repositories or enterprise platforms. Collaborate with technical, analytics, and architecture teams to align operational data sources with enterprise data models and integration standards. Identify and prioritise high value operational data sets for integration to support enterprise reporting, advanced analytics, and AI initiatives. Support the design and implementation of data pipelines and integration workflows to ensure seamless, secure, and real-time data exchange. Ensure data interoperability through the application of standard formats, metadata, taxonomies, and governance controls.
Stakeholder Relationship Management – Develop and maintain sound relationships with key IT product and service providers to support ongoing alignment and collaboration. Manage and provide regular reports on SLA compliance while identifying inefficiencies. Develop and maintain sound relationships with key stakeholders to support alignment and collaboration.
Financial Management – Provide input into the development of the departmental budget. Manage delegated expenditure in line with business objectives and priorities, and within approved financial parameters. Report expenditure including any possible deviations to the budget monthly. Ensure compliance with the PFMA and ATNS Finance policy and Delegation of Authority. Provide the required supporting documents to enable effective auditing processes.
People Management – Manage staff in accordance with HC policies, processes and practices. Ensure that new employees have been properly on-boarded prior to commencing work. Monitor the time and attendance of subordinates and report absenteeism issues to management and Human Capital. Conclude clear performance management contracts with the team and ensure effective management thereof. Manage the performance of the team via the performance management system and take corrective action promptly and effectively. Continuously coach and mentor staff to ensure skilled and competent staff. Perform talent management in accordance to the HC Talent Management process.
Minimum requirements
Minimum Formal Qualifications:
· B.Eng. or BSc in Computer Science /Electronics/Electrical/Computer Engineering/Data Management/ Information Systems/ Computer Science/Computer Studies/Information Technology/ Data Analytics/ Data Management/ Information Systems or other related BSc or B.Eng
· Post Graduate Degree in Computer Science or related field such as Electronics/Electrical/Computer Engineering/Data Management/ Information Systems/ Computer Science/Computer Studies/Information Technology/ Data Analytics/ Data Management/ Information Systems will be an advantage.
· ATNS Core content qualification will be an added advantage.
Minimum Years of Experience:
· Minimum 5 years’ experience in the aviation industry, with significant exposure to Safety, Air Traffic Management (ATM) operational environments and Air Traffic Services (ATS)
· Minimum 3 years in a manager, lead or senior role, preferably involving data governance, operational data management, or leadership of cross-functional teams in an operational or technical context.
· Experience in managing and governing operational data, quality assurance, and stewardship in safety-critical or regulated environments
· Experience with collaborating with operational units (ATS) and strategic functions (ATM) to align data processes with organisational objectives
· Experience bridging technical and operational teams, ensuring data accuracy, integrity, and readiness for enterprise use.
· Air traffic control and/ ATFM management experience will be a strong advantage.
