ATS Training Management - Manage and ensure that ATS training meets world class standards in improving the competency and skills of ATS staff. Lead and guide the development and implementation of specific ATS training components, including ATS training manual alignment and review, pre-course preparation, pre-validation training (simulator training), safety incident-related recovery training, and On-Job-Training (OJT). Manage the development of material and the allocation of mentors, and review the ATSO, ATCO1, 2 and 3 pre-course preparation programs in order to select the appropriate delegates that are able and ready for ATA training to attain the relevant rating and formal qualification. Oversee the development, planning, review and scheduling of Flight Information Service (FIS), and ATCO1, 2 and 3 pre-validation training. Ensure execution of the research, development and implementation of improvements on ATS training and/or OJT processes and oversight. Lead and guide the development, implementation and improvement of ATSO FIS, ATCO1, 2, 3 and OJT continuation training in consultation with the MATS, Watch Manager, ATSU Manager, and the ATA. Ensure the development, planning and scheduling of ad hoc simulator training sessions inclusive of post safety events, identification of trends and provision of guidance on prevention. Ensure the running of simulated scenarios on the data-set before operational implementation to validate all proposed changes. Collaborate with the T&I Research & Development Operational and Software Systems Specialists on the validation of changes in data-sets by running simulated scenarios on the data before operational implementation. Oversee the coordination of all data-set changes between T&I and ATS Operations by ensuring full participation and signing off of the changes. Participate in site acceptance and commissioning tests of incoming systems and equipment prior to deployment to ensure that specified training requirements are met. Participate in, and prepare plans, processes, procedures and safety cases for introducing new technologies into the operational environment. Oversee and ensure the delivery of ATS operational training according to the schedule and in line with tactical operations requirements. Manage the Training Standards Maintenance Program to ensure alignment and competence of ATS personnel in the regions.
Training Planning - Oversee the drafting of the annual ATS Continuation Training Plan in the simulator facilities. Ensure preparation of the relevant simulators by guiding the design of discipline-specific exercises for the pre-course preparation, pre-validation and continuation training sessions to meet the requirements of operational training objectives. Oversee the coding of the prepared exercises into the relevant ATM system by the TGOs. Ensure validation and testing of all simulator exercises prior to use, testing to be conducted with the relevant ATS unit and pool. Monitor the status of equipment to ensure that it’s in good working order, in conjunction with the FACT and FAOR Manager Technical Services and T&I. Ensure execution of the research, development and improvement of the maintenance of the Disaster Recovery checklist in conjunction with the FACT and FAOR Manager Technical Services and T&I. Oversee the conduct of operational simulator scenarios and training sessions on the updated data-set to ensure compliance of the changes. Ensure that data verification with the affected Watch Manger, ATSU Manager, MATS, and Operational Systems Specialists is conducted. Manage the delivery of system training for other ANSPs in order to achieve the onboarding of new technologies to support the delivery of air traffic services, e.g. Namibia, Zambia, Sudan and others in collaboration with Customer Solutions and the ATA.
General Management of the Section - Manage the SSS facility, ensuring optimal utilisation of the relevant SSS simulators. Manage the training alignment revisions in consultation with the ATS workgroups and subject matter experts. Develop the TGO team in the skills identified for their areas of responsibility, including aircraft performance and identification, ICAO requirements, radio telephony, and airspace education. Manage the scheduling of technical support maintenance with due cognisance of training schedules. Manage and oversee the daily simulator operating platform and evacuation towers to ensure Disaster Recovery (DR) readiness. Manage and ensure Disaster Recovery training for ATS personnel. Develop and review Disaster Recovery plans in the ATS regions in collaboration with regional and technical operations managers and T&I. Manage the process of ensuring a seamless transition of service delivery when transitioning into and out of disaster recovery mode in collaboration with Manager Technical Services, Regional Manager, MATS, ATSU Manager, and Watch Manager.
Stakeholder Relationship Management and Reporting - Develop and maintain a collaborative relationship with the ATA, ATS and Customer Solutions to ensure effective training of internal and external clients such as other ANSPs. Provide Heads of Operations with quarterly reports on standard maintenance programs and the status of training within the regions.
Financial Management- Participate in the planning and development of the Operational Training budget. Manage expenditure in line with business objectives and priorities, and within approved financial parameters. Report on all costs incurred against the approved budget, including possible variances. Ensure compliance with Finance policies, processes and guidelines.
People Management- Manage employees in accordance with HC policies and processes. Ensure that new employees have been properly on-boarded prior to commencing work. Monitor the time and attendance of subordinates, and report absenteeism issues to management and Human Capital. Manage the performance of direct reports in line with the performance management process. Conduct talent reviews of staff as required by the HC Talent Management process. Mentor and coach staff as required to ensure continuous development and availability of the required at all times. Ensure the transfer of knowledge and skills to enable sustainability within Capacity Planning from a succession management perspective
Minimum requirements
Formal Qualifications
- Air traffic control qualification (ATCO3) (i.e. approach procedural and radar control, or area procedural
and radar control)
- Formal leadership (Management Development Program) and or Business Management qualification
Experience
- Minimum 5 years’ experience as an OJTI or Designated Examiner in air traffic management operations
or functions of which at least 3 years must be at management level in an ATCO3 unit or pool

Formal Qualifications
- Air traffic control qualification (ATCO3) (i.e. approach procedural and radar control, or area procedural

Experience
- Minimum 8 years’ experience as an ATS Instructor (with Designated Examiner experience), ATM
Specialist, or Investigations & Standards Specialist
Knowledge, Skills & Competencies
- Specific knowledge of the relevant ATM system is required in the following fields:
- System interaction of the simulator from the Leader and Exercise Editor (EED) position
- Complete understanding of the functionality of the input and interactive menus
