Facility Management - Provide continuous serviceability and availability of all ATNS facilities to the Service levels agreed to with the units. Develop and implement defined preventative maintenance plans for all facilities in all the regions. Inspect buildings’ structures to determine the need for repairs or renovations. Review utilities consumption and strive to minimize costs. Propose revisions to logistic support plans where required. Implement immediate remedial action plans in the event of critical failures (Crisis management) Maintain close liaison with the operations environment to schedule and execute critical corrective restorations and preventative maintenance activates. Provide information on critical facilities status to relevant stakeholders. The acquisition and management of inventory items to enable timeous and efficient execution of facilities maintenance services tasks. Regularly review facilities serviceability and implement corrective action when required. Coordinate resource and task management activities with other units, to ensure required level of support is maintained. Plan, manage, lead, and control a team of staff to maintain facilities during normal and outside normal working hours. Develop and implement new practices and procedures to enhance productivity and to adhere to legislations. Manage the upkeep of equipment and supplies to meet health and safety standards. Manage all staff facilities staff (custodians, technicians, groundskeepers etc.) and external contractors. Control activities like parking space allocation, waste disposal, building maintenance etc. and allocation of office space according to needs. Handle insurance plans and service contracts. Keep financial and non-financial records and perform analysis and forecasting. Ensure continuous improvement and continued review of the Facilities Maintenance Plan. Conclude and manage contracts with providers of services including parking, cleaning, catering, etc. Ensure that basic facilities, such as water and heating, are well-maintained. Ensure compliance with health and safety policies and legislative framework. Work with appropriate third-party providers to ensure constant supply of facility related services.
Operationalise Facilities Management - Participate in Regional planning and coordinate the overall facilities repair and maintenance services to ensure continuous availability of facilities to support operations. Ensure the continuous availability of all facilities to the operational environment at optimum serviceability levels within the assigned area. Direct and control the task execution of the sections and staff. Conduct regular inspections to ensure that facilities are being maintained in accordance with the prescribed standards and procedures and implement corrective action where appropriate. Maintain close liaison with the operational environment, providing the necessary information on availability/ serviceability status of facilities. Approve/issue facilities maintenance Standing Instructions (SSI’s) for all units. Defining and developing new practices and procedures to enhance availability. An in-depth understanding of facilities interdependences between regions where relevant. Acquisition of appropriate tools and equipment to enables for execution of facility management.
Project installation/ management - Manage, Commission / acceptance of installed facility related projects. Audit supplier’s deliverables as per specifications. Manage the project’s warranty period (specifications, spares, documentation training provide information on around service delivery until completion (maintenance management. Monitor and manage all Logistic issues, pre and post warranty period, regarding turnaround times and any other non-delivery. Audit and confirm that a Project Closeout can commence. I.e. A fully operational and maintainable facility is handed over to the relevant department or section. Remain abreast of developments in the air navigation service environment including technology.
Fleet Management - Manage, hiring and evaluating the work of employees as a first line Manager. Determination whether a vehicle makes environmental standards, whether a vehicle should be assigned to better meet the needs of ATNS. Administers vehicle/equipment asset management processes from procurement to disposal. Create vehicle purchase specifications and purchase vehicles for all ATNS units. Establish and monitor purchasing, operational and replacement plans, and practices for most cost-effective operations. Develop and implement training modules for vehicles and equipment use and care. Ensure regular maintenance services on all vehicles. Responsible for all aspects of operation for a full-fledged vehicle maintenance service. Ensure all units allocated with a motor vehicle complies with all regulations related to vehicle operations. Ensure that all traffic infringements are settled, Managing vehicle licensing, road worth tests, and registration. Ensuring all fleet members have proper and valid driver’s licenses. Monitor and track all vehicles movements, including speeds and compliance to traffic management act.
Stakeholder Management - Build and maintain mutually beneficial relationships with all relevant internal and external stakeholders. Ensure effective management of all communications with stakeholders on safety and regulatory oversight. Facilitate collaboration and interaction as well as communication between the ATNS and all critical stakeholders. Establish sound working relations with the relevant Airports Company. Cooperate with Civil Aviation Authorities, Local and Regional Authorities and Airports Management Companies when required to do so, within the constraint of Company Policy and mandate.
Finance and Costs Management - Develop, recommend, and manage the technical operating budget for the area to ensure service continuity. Ensure effective management and utilization of the approved budget in accordance with financial policies and procedures. Approve expenditure within the mandate matrix. Prioritize and integrate projects to manage resources better. Direct unit budgeting and institute associated control measures. Develop and direct the implementation of organizational sustainability measures.
People Management - Ensure the availability of skilled and competent staff in the Facilities management department to meet the current and future needs aligned to the departmental and overall business strategies. Promote high levels of discipline and performance standards within the Department to achieve the ATNS strategies. Manage performance outputs of the team by using the performance management system and taking corrective action promptly and effectively. Ensure mentoring and coaching of staff as required to ensure continuous development and availability of the required skills at all times. Ensure the transfer of knowledge and skills to enable sustainability within the Department from a succession management perspective. Ensure effective talent management implementation aligned to the HR policies and procedures. Implement transformation initiatives within the department to ensure an inclusive environment and a representative staff compliment. Drive employee engagement and retention within function.
Minimum requirements
Minimum Qualification:
- Degree in Built Environment or related field
- Relevant post graduate qualifications in Facilities Management or related fields.
- Applicable certifications will be advantageous
Minimum Experience:
- Minimum 5 – 6 years’ experience in Facility Management in a complex environment
