Applications are invited for the position of Head of Project Management Office (Grade 5) based at Bruma. The successful applicants will be reporting to the Chief Business Services.
Job description
Strategy and Implementation - Provide a strategic leadership and management to the Project Management Office function to enable achievement of the vision, and ATNS business strategies. Conceptualise and design the Project Management Office strategy aligned to the Business Services and overall ATNS business strategy. Provide the PMO function’s inputs and insights into the long-term ATNS strategy. Develop, implement and articulate the PMO function’s strategy and value proposition to the organisation aligned to the business strategies. Support the Chief Business Services and other thought leaders in the development, implementation and management of the Business Services strategy aligned to the vision and culture of the organisation. and business strategy of ATNS. Lead the designing and implementation of the PMO function’s operating model, including governance and service management capabilities with the service catalogue and service level agreements. Manage and own implementation of the PMO function’s strategy post formulation to ensure achievement of the objectives. Drive delivery of the required projects/initiatives within the PMO function’s strategy to be on time, within budget and to the required standard. Lead implementation of processes to collect feedback on how all the PMO aspects as per the function strategy are being received in the business. Analyses trends and metrics in partnership with Chief Business Services to develop the required solutions, programs, and policies aligned to the business needs strategies. Gather and analyse relevant data, trends, and patterns and identify gaps and priorities, particularly in the key PMO function’s services to enable efficient achievement of the function’s business strategy. Provide relevant policy guidance and interpretation, recommend and implement changes as needed. Set clear targets for the function and ensure achievement of such targets by implementing relevant measures. Lead development and implementation of an integrated annual business plan for the PMO function to enable achievement of the business and ATNS strategies and targets. Support co-ordination and implementation of the corporate transformation strategy within the PMO function in line with relevant policies and legislation. To be accountable for the promotion of the ATNS corporate culture within the PMO in support of corporate objectives.
Operationalise Project Office - Provide operational project management thought leadership aligned to the overall business strategy. Conceptualise, develop, implement and manage the required operating model to enable achievement of the strategy. Determine and define projects’ scopes and objectives. Predict resources needed to reach objectives and manage resources in an effective and efficient manner. Conduct continuous research and statistical analysis to improve efficiency across the function. Prepare budget based on scope of work and resource requirements. Track project costs in order to meet budget. Develop and manage a detailed project schedule and work plan. Provide project updates on a consistent basis to various stakeholders about strategy, adjustments, and progress. Manage contracts with vendors and suppliers by assigning tasks and communicating expected deliverables. Utilize industry best practices, techniques, and standards throughout entire project execution. Monitor progress and adjust as needed. Measure project performance to identify areas for improvement. Manage the operational running and continuous improvement of a Project Management Unit, including best practices and any required resource recruitment and subsequent skills development activities based on business requirements. Guide and support portfolio managers and teams to facilitate quality delivery. Ensure all projects submit and regularly update specific milestones and targets for the duration of projects’ life cycles, and track progress. Benchmark service delivery of the PMU against global best practice. Establish the PMU as a respected centre within ATNS. Provide specialist advice with regards to project management issues in the organisation. Maintain, promote and continuously improve efficiency and related processes. Keep abreast of the PMU procedure efficiency evolutions. Drive cost-effectiveness and efficiencies in the PMU operations through implementation of appropriate initiatives and methods. Formulate and implement appropriate efficiency policies and practices to guide processes within the function. Drive system improvements to ensure availability of the most effective systems and tools to enable efficiency within the function. Identify and undertake the PMU related projects to enable achievement of the ATNS business strategy and related initiatives. Attend seminars, conferences, workshops, etc on PMU related matters to remain abreast of the current and future landscape.
Programme Management - The coordinated management of the Regulated and Non-Regulated portfolio of projects to achieve a set of business objectives. Oversee programme delivery (planning, implementation support, integrated monitoring, programme performance, reporting and client relations management). Ensure building of requisite capacity to coordinate programmes. The planning and monitoring of tasks and resources across regulated and Non-Regulated portfolio of projects. Plan programme-level activities and schedule of projects. Determine programme standards as per the PM Framework. Prepare for implementation of business change. Define ToR’s for projects and programmes. Ensure co-ordination and control of the complex range of activities with the Programme portfolio. Ensure the gap between strategies and projects are filled. Collaborate with other department leaders to define, prioritize, and develop projects. Continuously evaluate projects to ensure they are meeting the standards, adhering to budgets, and meeting deadlines. Provide and maintain a capacity planning and resource tracking service across the Programme. Coordinate project closure to distil good practice and ensure lessons learned are logged. Provide project planning, milestone management, scope management, resource forecasting.
Quality Assurance - Ensure monitoring of projects is carried out regularly in order to ensure accomplishment of set targets and results for projects/portfolios, delivery of services as per the agreed terms and conditions and in a timely manner. Ensure adequate quality management procedures are applied across projects/portfolios of ATNS programme. Ensure assurance procedures are embedded into the programme management and are applied consistently across all projects/portfolios as per ATNS corporate guidelines, procedures and policies. Coordinate quality reviews of programme/project documents and deliverables.
Governance, Risk, Compliance and Reporting - Continuously monitor and measure compliance to all efficiency policies and practices Prepare reports on efficiency for the CEO and all the relevant stakeholders. Prepare and maintain progress reports as required by EPPMO standard procedures. Lead PMO related projects risk assessment and issue management. Proactively manage key risks and ensure mitigating actions are well thought through and implemented by appropriate team level. Ensure compliance of the PMO processes with relevant legislation, policy and standards. Consolidate inputs from all relevant parties to prepare strategic level PMO reports for the CEO and other relevant stakeholders. Prepare and submit reports to executive management, clients and other stakeholders as required.
Stakeholder Engagement - Develop stakeholder profiles and facilitate the formulation of stakeholder engagement strategies. Coordinate stakeholder engagement and communication, ensuring effective timing and interdependency management of communications across programmes and projects. Coordinate internal programme/project communications. Monitor the effectiveness of programme/project communications
Finance and Costs Management - Develop an integrated annual budget for PMO function. Ensure effective management and utilization of the overall PMO budget in accordance with financial policies and procedures. Approve expenditure within the mandate matrix. Prioritising and integrating projects to manage resources better. Direct unit budgeting and institute associated control measures. Develop and direct the implementation of organisational sustainability measures.
Talent Management - Ensure the availability of skilled and competent staff in the PMO function to meet the current and future needs aligned to the departmental and overall business strategies. Promote high levels of discipline and performance standards within nthe Department to achieve the ATNS strategies. Manage performance outputs of the team by using the performance management system and taking corrective action promptly and effectively. Ensure mentoring and coaching of staff as required to ensure continuous development and availability of the required at all times. Ensure the transfer of knowledge and skills to enable sustainability within the Department from a succession management perspective. Ensure effective talent management implementation aligned to the HR policies and procedures. Implement transformation initiatives within the department to ensure an inclusive environment and a representative staff compliment. Drive employee engagement and retention within function.
Minimum requirements
Minimum Qualification:
· Degree in Science / Engineering/or related field
· Relevant Post Graduate Degree in Science/ Engineering/ or related field.
· Recognized Project Management Qualification
· Project Management Accreditation
Minimum Experience:
· Minimum 8 years' experience in project and programme management, of which a minimum of 5 years should have been in project and programme at a managerial level in a complex environment.
