Job description
Monitor Performance Quality - Perform quality and performance of systems and support the implementation of required TI initiatives such as communication, navigation and surveillance (CNS), technology infrastructure, systems, etc. Assist in the development and review of monitoring, evaluation and reporting policies and procedures; Conduct performance of TI monitoring and evaluation reviews to assess progress against predetermined objectives and other organisational standards; Evaluate performance information against the overall criteria of usefulness and reliability; Evaluate, test and confirm the usefulness of planned and reported performance information in accordance with the identified performance management and reporting framework; Prepare the regular performance report; Monitor to ensure that quality management system (QMS) procedures are adhered to; Monitor and evaluate the current performance of TI, identifying gaps between current and target performance and recommending corrective actions; Maintain comprehensive documentation on system performance management processes and outcomes; Facilitate regular performance review meetings to discuss progress and address issues; Monitor and report on performance metrics to inform decision-making.
Manage Technology Reporting - Compile and submit reports on TI governance performance to all relevant committees; Report on the performance of suppliers; Assist in the design of monitoring and evaluation reports and facilitate the implementation thereof; Assist in compiling performance information reports in accordance with the performance management and reporting framework; Create controls and processes to enable effective oversight of TI performance reporting; Ensure the development of reports so that internal and external stakeholders are informed of performance progress against TI requirements; Assist in the process to obtain audit evidence about the usefulness and reliability of the reported performance information, including assessment of the risks of material misstatement of the quarterly and annual performance reports; Assist with the development of the technology performance, quality and reporting roadmap; Provide advice to internal stakeholders and third parties; Prepare and present papers at selected conferences and seminars; Assist in the preparation of management reports; Participating in developing standard processes and procedures to enable effective management; Assist in developing effective mitigating plans and measures to minimise performance-related risks; Create performance reports and dashboards for management and stakeholders as required.
Governance, Compliance, and Risk Management - Create controls and processes to enable effective oversight of TI performance reporting; Lead internal and external audit engagements to assist TI teams and auditors to conduct efficient audits; Drive and report on remediation of reported findings against committed dates; Maintain the TI risk register; ensure regular review of the register to identify new risks, monitor effectiveness of controls and response plans, and recommend appropriate interventions where required; Ensure timely compilation and submission of all the required reports (internal and external) to ensure compliance; Contribute to the development of mitigation plans and actions for minimising identified performance-related risks.
Stakeholder Relations Management - Establish and maintain sound relationships with key stakeholders including service providers to enable ongoing collaboration and alignment; Monitor SLAs with relevant departments to ensure business objectives are met and expectations managed; Manage and provide regular reports on SLA compliance and identify areas of inefficiency; Develop, implement, and communicate the function’s policies and procedures to enable efficient and effective delivery of monitoring, evaluation and reporting objectives.
Financial Management - Manage delegated expenditure in line with business needs and priorities, and within set financial parameters; Monitor costs while maintaining quality service; Compile and provide required reports on expenditure and possible deviations; Identify and prevent irregular and fruitless and wasteful expenditure; Provide the required supporting documents to support effective auditing processes.
Minimum requirements
Minimum Formal Qualifications:
• B.Sc./B. degree in Electrical/Electronic Engineering, or B-Degree in Computer Science/ Computer Studies/ Information Technology, or related field
• ECSA Professional Registration as an Engineer will be an advantage
• ISACA Professional Registration will be an advantage
Minimum Years of Experience:
• Minimum 5 years’ experience in the measurement and management of technology performance quality and performance evaluation and reporting is required within a high TI electronics operations environment
• Experience in, and sound knowledge and understanding of the planning and governance of aeronautical communication, navigation and surveillance technology systems and TI projects are required
• Experience in implementing TI governance frameworks, e.g., COBIT and ITIL is required
• Sound understanding of TI audit requirements, including experience in managing relations with auditors
• Sound planning, monitoring and tracking competencies across a number of functional disciplines
• Sound business acumen, including ability to interpret and apply company policies to effectively achieve objectives
