Quality Monitoring and Evaluation - Manage the quality and performance of systems and support the implementation of required TI communication, navigation and surveillance (CNS) initiatives, technology infrastructure, systems, etc. Manage the specialized technical analysis for CNS systems and equipment, technology advice in line with industry benchmarks, best practice for system planning and design, and the provision of expert knowledge to influence performance and architecture decisions. Manage the 3rd level processes and support to technicians and junior engineers necessary for the resolution of escalated faults. Take ownership of quality and performance monitoring of CNS infrastructure through the full system lifecycle. Monitor, investigate and research performance shortcomings in CNS systems, re-design and make recommendations with regard to improvements and/or maintenance activities. Manage scripts necessary for efficiency improvement, process optimization and automation such as preventative maintenance etc. Research and recommend software tools necessary for process optimization and efficiency in area of responsibility· Maintain a system fault management database in line with QMS procedures for area of responsibility. Develop and review monitoring, evaluation and reporting policies and procedures. Develop monitoring and evaluation plans for the Technology and Information department in line with the relevant frameworks and industry best practice. Design and implement a TI monitoring and evaluation framework and other tools to enable accurate monitoring and evaluation of TI initiatives. Coordinate and analyze TI monitoring and evaluation reviews to assess progress against predetermined objectives and other organizational standards. Facilitate the implementation of remedial action as and when required. Evaluate performance information against the overall criteria of usefulness and reliability. Evaluate, test and confirm the usefulness of planned and reported performance information in accordance with the identified performance management and reporting framework. Review user requirements and provide expert specialist input. Translate user requirements into functional specifications and detail technical design specifications. Draft submissions, recommendations and position papers on area of specialist responsibility. Participate in CNS/ATM forums such as ICAO, ITU-T reviewing specification and agenda item. Implement recommendations from stakeholders. Prepare the annual performance information report
Technology Reporting - Create controls and processes to enable effective oversight of TI performance reporting. Report on Technology and Information governance performance to Exco and Board. Report on the performance of suppliers. Design and facilitate the implementation of monitoring and evaluation reports. Audit performance information reports in accordance with the performance management and reporting framework. Provide management reports so that internal and external stakeholders are informed of performance progress as per TI requirements. Report on all the information received and explanations required and identify omissions of which may result in the reported performance information being materially misstated or misleading. Oversee the process to obtain audit evidence about the usefulness and reliability of the reported performance information, including assessment of the risks of material misstatement of the quarterly and annual performance reports
Governance, Compliance & Risk Management - Create controls and processes to enable effective oversight of TI performance reporting. Develop the TI risk framework and align to the enterprise risk management framework. Maintain the TI risk register; ensure regular review of the register to identify new risks, monitor effectiveness of controls and response plans, and recommend appropriate mitigation plans and interventions where required. Ensure timely compilation and submission of all the required reports (internal and external) to ensure compliance. Monitor, evaluate and assess performance and compliance with external requirements. Ensure compliance with ATNS QMS requirements. Ensure compliance with SACAA and ICAO requirements. Comply with the ATNS OH&S plan. Lead internal and external audit engagements to assist TI teams and auditors to conduct efficient audits. Drive and report on remediation of reported findings against committed dates
Stakeholder Relations Management - Develop and manage the strategic relationships with key Technology and Information monitoring, evaluation and reporting on product and service providers. Monitor SLAs with relevant departments to ensure business expectations are managed. Manage and provide regular reports on SLA compliance whilst identifying areas of inefficiency. Develop, implement, and communicate the function’s policies and procedures to enable efficient and effective delivery of monitoring, evaluation and reporting.
Financial Management - Provide input into the development of the TI budget. Manage expenditure in line with business needs and priorities, and within set financial parameters. Ensure efficient utilization of the approved budget in compliance with Finance policies and processes. Report expenditure as well as deviations to the budget on a monthly basis. Identify and prevent irregular and fruitless and wasteful expenditure. Provide the required supporting documents to enable effective auditing processes
People Management - Manage employees in accordance with Human Capital policies and processes. Ensure that new employees have been properly on-boarded prior to commencing work. Monitor the time and attendance of subordinates, and report absenteeism issues to management and Human Capital. Manage the team to ensure optimal deployment and development of skills. Manage performance outputs of the team through the performance management system and take corrective action promptly and effectively. Develop and manage performance management contracts with team members and manage and ensure achievement of agreed targets and objectives. Ensure that all employees in the department have clear individual development plans for development of the skills required to meet business objectives. Proactively guide teams to ensure timely delivery of high-quality audits and audit reports. Build and maintain meaningful interpersonal relationships. Continuously mentor and coach staff to ensure skilled and competent staff. Create and maintain a harmonious and effective work environment to support a motivated, high-performance culture

Minimum requirements
Minimum Qualifications:
- B.Sc./B.Eng. in Engineering (Electrical/Electronics) or Computer Science/ Computer Studies/ Information Technology or related field
- ECSA Professional Registration as an Engineer will be an advantage
- ISACA Professional Registration will be an advantage
Minimum Years of Experience:
- Minimum 5 years’ experience in technology planning, governance, monitoring, evaluation, and compliance is required, of which at least 3 years must be at a managerial level
- Experience in a high technology and information electronic environment with in-depth knowledge and understanding of aeronautical communication, navigation and surveillance systems, Information technology planning and governance, information technology systems, and TI projects
- Extensive experience in implementation of technology governance frameworks, e.g., COBIT and ITIL
- Understanding of TI audit requirements
- Strong planning, monitoring and tracking of competencies across a number of functional disciplines
- Strong business acumen, including ability to interpret and apply company policies to effectively achieve objectives
