Strategic Alignment - Develop, implement and manage the Aeronautical Information Management (AIM) strategy which is aligned with the most effective and efficient delivery of air traffic management services; Drive delivery of the required projects/initiatives to be in time, within budget and to the required standard; Analyze trends and metrics to inform the development of the required solutions, programs, and initiatives aligned to ATNS business objectives; Gather and analyze relevant data, trends, and patterns and identify gaps and priorities, particularly in the key AIM products and services to enable efficient aeronautical information management in line with business priorities and objectives.
Aeronautical Information Management - Ensure that aeronautical data and aeronautical information necessary for the safety, regularity and efficiency of air navigation are made available in a manner that is suitable for the operational requirements of the air traffic management (ATM) community; Manage and maintain the AIM system that allows pilots, airline operators and other Aeronautical Information Services (AIS) users to access the latest flight information as well as to submit e-flight plans; Ensure the availability of the required infrastructure and resources to enable effective aeronautical information management for efficient delivery of services that meet and satisfy the requirements of the aviation community, and that is in line with the required standards and practices; Manage and ensure adherence to the AIRAC schedule to ensure that pilots, dispatchers, air traffic controllers, air traffic flow managers, flight management systems and aeronautical charts all have the same information and working from the same information base in the face of constantly changing Aeronautical information due to revision of airspace structures and routes, changing of navigation aids, changes in runway and taxiway information, etc., for efficiency and safety; Ensure the management of integrated aeronautical information through the provision of quality-assured digital aeronautical data in collaboration with all relevant parties; Collect, manage and provide aeronautical data and aeronautical information in line with PANS-AIM requirements; Ensure compliance with standards and recommended practices (SARPs) that govern aeronautical information management; Formulate and implement policies, processes and practices for effective governance of the AIM environment; Drive system improvements to ensure availability of the most effective systems and tools to enable efficiency within AIM; Identify and undertake AIM related projects to enable achievement of the Operations strategy and related initiatives; Host and/or attend seminars, conferences, workshops, etc. on AIM related matters to remain abreast of trends and developments; Provide the required leadership and oversight to the AIM function: Determine and quantify the AIM technology needs for incorporation into ATNS planning and CAPEX budgeting, Ensure that the guiding principles and expectations of the AIM Operational Concept are observed, Plan, organize, and coordinate the demand for AIM products and services in order to satisfy the reasonable requirements of the aviation community, Manage all aspects of data, ensuring the accuracy of system calculations, Ensure that data complying with the Integrity Levels specified is supported, ensuring all data used in all systems in ATNS comply, Ensure that the strategic, pre-tactical and tactical elements of AIM are carried out, Ensure that the application of information management mechanisms and processes are correctly used to support operations, Develop and maintain a centralized Aeronautical Information Database, Lead the delivery of aeronautical information, obstacle evaluation, flight planning, NOTAMs, AFTN and aeronautical data management, Produce the IAIP for South Africa and external customers, Ensure that efficient and relevant monitoring, analysis, and reporting processes / mechanisms are available for service delivery, Define new operational requirements in the short, medium, and long term to maintain and enhance the ATM system, Provide AIM reports to relevant stakeholders, Review the AIM roadmap, taking account of regulatory and safety requirements, user needs and capacity growth, Participate in site acceptance and commissioning tests of new AIM systems and equipment to ensure requirements as specified are met, Conduct research and development to identify new technology processes and procedures to increase efficiency, safety, and achievement of corporate objectives.
Minimum requirements
Required Minimum Qualifications and Experience
· Air traffic service qualification (Aeronautical Information Management)
· Post graduate qualification in Business Management / Leadership
· Seasoned professional with a minimum 8 years’ experience in developing, implementing, and or managing aeronautical information service delivery, operations or functions, of which at least 5 years must be at management level.
Full understanding of all AIS disciplines operational management, Global, Governance, Risk Management Compliance and Reporting - Develop, implement, and manage a robust governance framework for the AIM function; Continuously monitor and measure compliance to all AIM regulatory and legislative requirements; Consolidate inputs from all relevant parties to prepare strategic level AIM reports for the COO and other relevant stakeholders; Prepare Sustainability reporting for relevant stakeholders; Review AIM reports as received from relevant managers; Prepare and submit reports to executive management, clients and other stakeholders as required.
Stakeholder Relations Management - Develop and maintain sound relationships with key stakeholders to ensure ongoing collaboration and alignment; Ensure AIM stakeholders are managed effectively by the relevant managers.
Financial Management - Manage expenditure in line with business priorities and objectives, and within approved financial parameters; Provide input into the development of the AIM budget; Ensure effective management of operational costs to enable efficient utilization of financial resources; Ensure compliance to the financial policies and processes of ATNS; Report on all costs incurred against the approved budget including deviations monthly.
People Management - Manage staff in accordance with HC policies, processes and practices; Ensure that new employees have been properly on-boarded prior to commencing work; Monitor the time and attendance of subordinates, take appropriate action in the case of absenteeism, and report issues to management and Human Capital; Promote high performance standards to achieve the function’s performance targets and strategies through implementation of the organization’s performance management system; Ensure the availability of skilled and competent staff in the function to meet the current and future needs aligned to the departmental and overall business strategies; Manage and maintain high performance standards to achieve targets and objectives through application of the HC performance management system, and take corrective action promptly and effectively when required; Mentor and coach staff as required to ensure continuous development and availability of the always required; Ensure the transfer of knowledge and skills to enable sustainability within AIM from a succession management perspective; Perform talent reviews in accordance with the HC Talent Management process; Drive employee engagement by creating a positive and productive work environment.
· Regional and National ATM planning mechanisms and processes, and AIS-AIM operational concept.
Candidates who do not have postgraduate qualification, may apply, if they meet the following Alternative Qualification and experience:
· Air traffic control (aerodrome control, or approach control, or area control)
· Formal leadership training or Management Development Program
· Minimum 10 years’ experience in developing, implementing, and managing air traffic management Operations or functions, or managing an air navigation services regulatory function, of which at least 7 years must be at a middle management level
· Full understanding of all AIS disciplines operational management, Global, Regional and National ATM planning mechanisms and processes, and AIS-AIM operational concept.
Note: A candidate appointed with alternative required qualifications and experience must be prepared to undergo compulsory development (sponsored by ATNS) to achieve the required post graduate qualification within three years.
