Applications are invited for the position of Head of Employee Relations, EE & Wellness (Grade 6) based at Bruma. The successful applicants will be reporting to the Chief Human Capital Officer.
Purpose
To lead the development, implementation and management of an ER, EE and Wellness strategy that contributes to the Human Capital strategy and overall business strategies of ATNS and meets the needs of various stakeholders.
Job description
Major Activities
Strategy and Leadership - Provides leadership in the development, implementation and management of ER, EE and Employee Wellness strategies to enable the achievement of the HC and overall business strategies. Provides strategic support to the Chief HC and other thought leaders in the development, implementation and management of the people ER, EE Employee Wellness strategy aligned to the vision, culture and business strategy of ATNS. Manage and own implementation of the ER, EE and Employee Wellness strategy post formulation to ensure achievement of the objectives. Drive delivery of the required projects/initiatives within the Strategy to be on time, within budget and to the required standard. - Partner with ATNS departments to integrate ER, EE and Employee Wellness strategy with HC and overall business strategy. Implement processes to collect feedback on how all ER, EE and Wellness aspects as per HC strategy are being received in the business. Implement effective measures to assess the success, impact, effectiveness, and efficacy of all ER, EE and Wellness projects/ initiatives as well as areas of improvement. Provide strategic and operational support to business across all processes in the Function. Align the function’s plans with the overall business direction and needs. Gather and analyse relevant data, trends, and patterns and identify gaps and priorities, particularly in the key areas in the Function to enable efficient achievement of the ER, EE and wellness strategy. Provide policy guidance and interpretation, recommend and implement changes as needed.- Analyse trends and metrics in partnership for the Chief HC Officer and develop solutions, programs, and policies aligned to the business needs and strategies. Develop and manage the implementation of an integrated annual business plan for the Function. Play a key role in ensuring coherent implementation of HC plans and processes across the organisation.
Employee Relations - Provide an ER strategic and operational thought leadership to the organisation. Develop, implement and manage an effective ER operating model to enable the achievement of the HC and overall business strategies. Develop, implement, and manage the required ER, EE and Wellness policies and procedures. Develop and manage the implementation of the required toolkits and frameworks to enable the operating model, policies and procedures. Drive a continuous review of the function’s policies to ensure their compliance to the applicable legislative framework. Drive development, implementation and management of a sound employee relations environment to enable smooth operations and dispute resolutions. Provide expertise and support in all negotiations and consultations with labour in all company-wide engagement structures. Manage the collective bargaining process and conflict resolution for the entire organisation. Provide expert labour relations advice to managers and employees. Maintain awareness of, and communicate to all staff, any relevant changes in all labour legislations. Manage and maintain EE Policy and Plan to ensure compliance. Ensure that joint union and management forums function efficiently and effectively. Develop and nurture sound relations with organised labour. Lead discussions on the development, management and review of all collective agreements e.g. recognition Agreement, and variation agreement. Compile the wage negotiation schedules. Capacitate line management in all aspects of employee relations practice through the development of guidelines, training, awareness and other measures. Conduct, manage and oversee complex disciplinary matters, and individual and collective labour law disputes and labour litigation. Create internal capacity for presiding and initiators. Obtains, compiles, and provides supporting information relating to affordability, economics/costs, comparisons with local or national market or tertiary institutions, staff and salary statistics. Provide guidance to management on the approach to negotiations with organized labour. Facilitate the negotiations and engagements between organised labour and the organisation. Updates cost calculations as negotiations progress based on management’s mandate and union’s demands. Present the position of the company or of labour during arbitration or other negotiations. Keep abreast of the developments market to enable sound advice to management and organized labour pertaining to conditions of service.
Employment Equity - Provide strategic and operational thought leadership in transformation and Employment Equity within ATNS. Lead development and implementation of EE Policies, Plans and initiatives to ensure achievement of the HC and business strategies. Ensure submission of the required EE Plans and reports to enable compliance with the applicable legislative frameworks. Support improvement in the effectiveness of the HC function by providing guidance on HC operational delivery link to EEA. Provide training on the EE policies, procedures and relevant legislative frameworks to ensure the capacitation of all in the organisation. Continuously review and improve our EE processes by undertaking regular reviews and assisting in reviews, administrative systems, and procedures. Work alongside the HC leadership, MANCOM, and EXCO on guiding and supporting on EE strategy and decisions. Keep abreast of BBBEE legislation and provide guidance, expertise and direction with alignment to business strategy. Scan the environment for relevant information that will enable development of EE best practices to improve organisational performance.
Employee Wellness - Provide strategic and operational thought leadership in Employee Wellness within ATNS. Ensure compliance with the Occupational Health and Safety Act as well as related regulations. Develop frameworks and templates required to conduct needs assessments or surveys to determine interest in and satisfaction with wellness programmes and services. Develop, implement and manage an effective and integrated Employee Assistance Plan (EAP) to ensure adequate support to the employees for a productive and healthy lifestyle. Partner with HC Business Partners to develop and facilitate training sessions or seminars for wellness initiatives. Develop or coordinate wellness programs or services. Identify and recommend new employee wellness programmes or service offerings to promote the well-being and productivity of employees in the organisation. Identify, select and supervise employee wellness service providers approved by the organisation. Track the implementation of wellness strategies and continuously evaluate their effectiveness and efficacy.
Finance & Cost Management -Contribute to the development of the functional budget to ensure that the is provision for executing the strategic initiatives. Closely control and monitor utilisation of the approved budget to ensure that the expenses are managed within the prescribed procedures. Manage the costs involved while maintaining quality of service. Compile and provide monthly required reports on utilisation of the budget. Identify and prevent irregular and fruitless, and wasteful expenditures. Provide the required supporting documents to enable an effective auditing process.
Governance, Monitoring and Reporting - Develop and implement a robust governance environment in the Function to enable the identification and mitigation of related risks. Developing processes for transformation progress reports. Provide reports for tracking the results and impacts of policies and initiatives. Organise wellness committee meetings and provide guidance to wellness committee leaders to bring about productive meetings. Ensuring that all ER, EE and Wellness policies, procedures and processes are aligned to the employment law and global best practice. Compile regular strategic reports for key stakeholders on employee relations matters.
Stakeholders Management - Provide valuable inputs and insights into the stakeholder management strategy and processes in HC. Initiate solutions to complex employee relations matters at organisational level within the scope of the applicable legislation. Develop and implement a stakeholder engagement framework to build an effective and sound labour climate. Develop, implement, and manage a robust stakeholders management strategy and processes relating to EE and Wellness service providers. Establish and ensure effective management required and/or relevant fora. Understand the key stakeholder landscape and look to unlock value by managing these appropriately. Build own and team expertise to enable the Function to become a trusted advisor to the Business. Keep stakeholders informed on all relevant developments and processes to enable their support and buy-in. Build and maintain positive working relationships with strategic suppliers to ensure cost, quality, and delivery targets are met.
People Management -Lead and manage performance of the ER, EE and Wellness team to ensure that they of resources. Concludes clear performance management contracts with the team and ensures effective management thereof. Ensures that all staff in the department have clear individual development plans that are being implemented to ensure that they have the required skills to meet business requirements.
Minimum requirements
Minimum Qualifications
- Relevant Post Graduate University qualification in Labour Law / Labour Relations / Human Resources Management or equivalent qualification.
Minimum Experience
- Minimum 6 - 8 years experience in Employee Relations / Employment Equity / Employee Wellness, of which 5 years must have been in managing an Employee Relations environment in a complex and highly unionised work environment.
- Public Sector Experience advantageous.
