Applications are invited for the position of Manager: Technology Planning Continuity and Ops Systems (Peromnes Grade 7) based at Head Office, Bruma. The successful applicant will be reporting to the Head: Technology Planning and Governance Purpose To develop and/or review TI DR Plan and in DR test preparation, execution and report distribution. To manage the resolution of service continuity/ disaster recovery (DR) incidents. To develop, maintain and communicate service continuity plans for identified business critical systems to ensure ongoing service provision during disasters or similar events. To manage the development and implementation of the necessary reviews and tests. To perform Business Impact Analysis (BIA) and risk assessments. To review change proposals for ATNS to ensure that Service Continuity arrangements are included, and tests are planned as part of the process. To track all improvement measures across the service continuity testing regime and feed any reporting outputs to the relevant governance structures. To develop, implement and manage the technology planning framework within the organisation based on standard planning/architecture models. To ensure that ATNS Air Traffic Management systems are efficient and that they enable optimal delivery of ATC/cns/ATM services. To implement system capacity forecast models based on utilisation trends. To ensure proper planning for capacity expansion projects and to support the change control process
Job description

Technology Service Continuity - Define standards, control and audit governance for TI Service Continuity planning and execution across ATNS and ensure that there are clear plans for service recovery in the event of a crisis. Coordinate the annual Service Continuity tests ensuring these are undertaken, documented appropriately and reports on the risks associated with any deviations from the test plan. Support the delivery of Service Continuity processes across the TI environment and work with key suppliers in order to ensure that they are delivering appropriate Service Continuity in order to support critical ATNS services. Support assessment of the business criticality of systems, and works collaboratively with the Business Continuity Team to ensure that Service Continuity and Business Continuity plans and tests are aligned and inform each other 

Testing, Review and Improvement - Improve and present the Service Continuity Test Schedule to the Business Continuity Team and any related governance structure. Report on any exceptions to the Schedule and raise the relevant risks as necessary to inform the compliance reporting processes. Review change proposals for ATNS to ensure that Service Continuity arrangements are included, and tests are planned as part of the process. Review project proposals to ensure costs are built into business cases for future Service Continuity and Business Continuity tests associated with the project. Understand service Risk appetite and associated RPO/RTO for ATNS’s critical services. Support each Service Continuity Testing team to produce a set of improvement measures (as required) following each Service Continuity Test. Track all improvement measures across the Service Continuity Testing regime and feed any outputs into reporting to relevant governance structures.

Disaster Recovery /Business Continuity Planning - Develop and continually review the TI Disaster Recovery Plan and test Disaster Recovery preparation, execution and report distribution. Ensure that DR (disaster recovery) plans are complete, consistent and up to date and relevant to the delivered services in scope. Ensure that DR Plans meet the required standards and quality level. Ensure that DR tests for customer specific services are executed and test reports documented. Maintenance of the DR plans and associated documentation in the respective repository. Trigger necessary tests and assist in the execution and documentation. Contribute to DR capability and process enhancements

Operations Systems - Ensure that the ATNS ATM systems are efficient and optimal for delivery of ATC/cns/ATM services. Implement system capacity forecast models based on utilization trends. Ensure proper planning for capacity expansion projects as well as support the change control process. Obtain the input required from technical maintenance services to analyze and make recommendations on all operational system escalated faults and potential problems on system performance. The continuous, monitoring and maintenance of operational processes, to stay abreast with new concepts, and ensure that operational processes are aligned with disaster recovery processes and procedures. Develop, manage and maintain critical standard operating procedures to be used for operational systems

Governance, Compliance & Risk Management - Create controls and processes to enable effective oversight of TI performance reporting. Lead internal and external audit engagements to assist TI teams and auditors to conduct efficient audits. Drive and report on remediation of reported findings against committed dates. Develop the TI risk framework and align to the enterprise risk management framework. Maintain the TI risk register; ensure regular review of the register to identify new risks, monitor effectiveness of controls and response plans, and recommend appropriate interventions where required. Ensure timely compilation and submission of all the required reports (internal and external) to ensure compliance. Monitor, evaluate and assess performance and compliance with external requirements

Stakeholder Relations Management - Develop and maintain sound relationships with key stakeholders to enable collaboration and alignment. Monitor SLAs with relevant departments to ensure business expectations are managed. Manage and provide regular reports on SLA compliance whilst identifying areas of inefficiency

Financial Management - Provide input into the budget development process. Manage delegated expenditure in line with business needs and priorities, and within set financial parameters. Ensure efficient utilization of the approved budget. Report expenditure and any deviations to the budget on a monthly basis. Manage the costs involved while maintaining quality of service. Compile and provide required reports on utilization of the budget. Identify and prevent irregular and fruitless and wasteful expenditure. Provide the required supporting documents to enable effective auditing processes

People Management - Manage employees in accordance with HC policies and processes. Ensure that new employees have been properly on-boarded prior to commencing work. Monitor the time and attendance of employees, take appropriate action in the case of absenteeism and escalate to the Head and to Human Capital. Conclude performance management contracts with employees and monitor performance. Coach and mentor staff as required to ensure continuous development and availability of the required skills at all times. Manage the team to ensure optimal deployment and development of skills. Perform performance management contracts with team members and manage and ensure achievement of agreed targets and objectives. Ensure that all employees in the department have clear individual development plans for development of the skills required to meet business objectives. Perform talent management according to the HC Talent Management process. Create and maintain a harmonious and effective work environment to support a motivated, high-performance culture

Minimum requirements

Minimum Qualifications:

  •         B.Sc./B.Eng. in Engineering (Electrical/Electronics) or B-Degree in Computer Science/ Computer Studies/ Information Technology or related field
  •         ECSA Professional Registration as an Engineer will be an advantage
  •         SACA Professional Registration will be an advantage 

Minimum Years of Experience: 

  •         Minimum 5 years’ experience in Technology planning, DRP/BCP is required, of which at least 3 years at a management level
  •         Knowledge and experience of Disaster Recovery processes and BCP (Certified Business Continuity Professional CBCP certification)
  •        Experience in providing technical support and participation in disaster recovery processes as well as the management of audits
  •        Demonstrated experience working in an operational service delivery environment.
  •        Experience in developing service continuity capabilities to deliver operational stability and continuous improvement.
