Introduction
CONTRACT SPECIALIST (12 Months Fixed Term Contract)
Applications are invited for Contract Specialist (Grade 8) at Bruma. The successful applicant will be reporting to the Manager: Strategic Procurement.
Main purpose of the job
• To monitor and ensure that contracts are compliant with all applicable laws and regulations.
Major Activities
• To develop and monitor compliance with the Contract Management Framework
• To provide monthly and quarterly contract management reports
• Engage with Legal Department for drafting of contracts, amendments
• Ensure that documents submitted to Legal Department for contract drafting meet SCM requirements
• Maintain contract register
• To facilitate an adherence to Procurement SLA with Legal Dept and Internal Stakeholders.
• Analyze spend against contracts
• Identify and report on Irregular Expenditure
• Conclude contract/ document with suppliers to ensure timeous contract award
• Develop demand management processes in line with Treasury Regulations
• Engage with internal stakeholders regarding Procurement Plans
• Develop contract management processes and procedures.
• Develop controls in contract management
• Develop controls for contract management in consultation with Legal Department.
• Provide monthly and quarterly contract management reports.
• Ensure compliance with PFMA, PPPFA, BBBEE and other relevant government supply chain legislation
• Analyze and monitor spend against contracts.
• Assess if contracts were signed and approved following correct procurement processes
• Identify Irregular expenditure
• Analyze adhoc purchases and identify opportunities for long-term contracts.
• Assess if orders are placed against valid contracts
Minimum Qualifications
• B degree in Finance or B Tech in Supply Chain management or equivalent.
Minimum Experience
• 3-5 Years in procurement – knowledge of current B-BBEE Policies, PFMA and other relevant government supply chain management legislation, as well as setting up policies and procedures
