Introduction
Applications are invited for the position of Senior Manager: Strategy and Economic Regulation (Grade 5) based in Bruma. The successful applicant will be reporting to the Executive: Strategy and Optimization. ATNS is seeking a candidate to manage the organizational strategy formulation, review and implement processes and to provide support to the executive, board and stakeholders in preparation, facilitation and execution of strategy sessions.
Job description

Major Activities

  • Compile routine and/or once off-high level strategy and economic regulation reports/presentation, coordinate and collate submissions from identified departments and Project Managers as required to produce reports and presentations within deadlines.
  • Conceptualizing, planning and developing strategic and economic regulatory programs, sessions and presentations and facilitating or moderating such events, sessions or workshops at a Board, EXCO, MANCOM, Wider Management or stakeholder level.
  • Understand ATNS responsibilities as prescribed in various legislation (Bills and Acts) promulgated by the DoT as it pertains to the economic regulatory function and purview for ATNS, including the legations governing the Economic Regulator (ER).
  • Study, analyses and benchmark economic regulatory models with reference points to organization such as ICAO, CANSO and leading ANSP’s.
  • Contribute to the development and continuous improvement corporate strategy QA policy, procedure for strategy development and management.
  • Develop and manage the organizational strategy review process and sessions, understand current strategic planning documents and inputs and develop methods/reporting regime to monitor and track progress in implementation.
  • Ensure alignment between the organizational strategy and departmental business plans and budgets.
  • Compile strategy implementation strategic report and develop a reporting regime for reporting to management, EXCO, Board and relevant committees.

Minimum requirements

  • Bachelor’s degree Economics, Economic Regulation, Commerce and/or Project Management.
  • Post Graduate Diploma in Economic Regulatory Affairs, Commerce and/or Project Management.
  • Project Management Certification (PMP or PRINCE 2) would be an advantage.


  • Minimum Experience


  • Minimum 5 years corporate experience in regulatory affairs, research institution or and aviation, transport entity or related sector such as energy or telecommunications, working in the finance, commercial and/or regulatory environment.
  • Working experience in an Air Navigation, Service Provider (ANSP), Airline, Regulatory or Airport Authority environments or working knowledge of the aviation industry is an added advantage.

Key Skills Required

  • Experience, knowledge and understanding of PPMO software and systems used to run and strategic manage projects and PMO’s
  • Proven project and people management skills
  • Experience in “hands-on” management of projects as project manager
  • Excellent communications skill, both written and oral
  • Sound commercial awareness and the ability to effectively review and scrutinize contracts and tender documents
  • Must be able to work independently and make decisions
  • Strong compliance, finance, administration, managerial management skills.
  • Advanced knowledge of economic regulatory tools and frameworks needed to manage an economic regulatory affairs section
  • Ability to work in a regulated environment (preferably aviation) and understanding of the quality control process.
